9137 RESOLUTION NO.
RE: AUTHORIZATION TO RECEIVE BIDS ON CENTRALIZED
ENERGY PROCESS CONTROL SYSTEM.

MR. CHAIRPERSON, LADIES AND GENTLEMEN:
WHEREAS, the efficient use and control of energy consumed in
County facilities has been and continues to be of major concern to
Oakland County government; and
WHEREAS, between 1976 and 1978 modifications to existing mechanical
and electrical equipment have reduced energy consumption by over 25%,
resulting in taxpayer dollar savings of over $500,000.00; and
WHEREAS, our energy management program has reached the point where
it will be necessary to install a centralized control system to
significantly reduce energy consumption further; and
WHEREAS, the Oakland County Energy Conservation Committee has
unanimously endorsed and recommends the implementation of the Process
Control System; and
WHEREAS, the cost of this system is estimated at $150,000.00, it
is expected that the resultant reduction in energy consumption alone,
will return the cost of the system in a period of four (4) years; and
WHEREAS, funds for this project are available in the proposed
1979 Capital Program-Utilities Section.
NOW THEREFORE BE IT RESOLVED that the Department of Central Services
be and is hereby authorized to receive bids on the Energy Process Control
System equipment and a report thereon be made to this Board after receipt
and tabulation of such bids.
The Planning and Building Committee, by Richard R. Wilcox, Chair-
person, moves the adoption of the foregoing resolution.

A. INTRODUCTION
The efficient use and control of energy consumed in County
facilities has long been a major concern of Oakland County
Government.
In 1976, the Department of Central Services Facilites
Maintenance and Operations Division established a goal of
reducing energy consumed in County facilities by an average of
50 percent. At the end of a two-year period (1976-1978) energy
consumption has been reduced by over 25 percent which resulted
in a savings to the taxpayers of $507,000. This savings was the
result of a comprehensive effort to modify existing facility
mechanical and electrical equipment in order to make them more
energy efficient.
We are presently at a point in our energy conservation program
where it is necessary to install a Centralized Energy Process
Control System (CEPCS) if we are to continue to make significant
progress in energy conservation. We firmly believe our goal of
an overall 50 percent reduction in energy consumption can be
reached if we are provided this additional basic energy
management tool.
In the 1979 Utility Capital Program $376,000 has been provided
for the installation of a CEPCS. Since this project was first
estimated in 1974, considerable advancements have been made in
energy conservation technology and equipment. After extensive
research, we now estimate the cost of installing a Centralized
Energy Process Control System at $150,000.
The concept of a CEPCS was presented to the Oakland County
Citizens Energy Conservation Advisory Committee which adopted a
resolution to the County Executive recommending a proposal be
prepared and submitted to the Oakland County Board of
Commissioners at the earliest possible date.
B. DESCRIPTION OF THE SYSTEM
The purpose of the Centralized Energy Process Control System is
to provide a reporting point where a few knowledgeable people
can monitor temperatures and control the operation of
mechanical and electrical equipment in high energy consuming
facilities for the purpose of optimizing energy consumption.
Centralization can be accomplished by connecting individual
programable controllers (P.C.'s) located in the facilities to
the proposed CEPCS by means of leased telephone lines.
The following functions can be performed by the Central
Processing Unit:
1. More refined timing for shutdown of equipment.
2. Central monitoring and management of equipment.
3. Feedback and trouble shooting.
4. Early warning of malfunctions.
5. Prevention of wrong operating modes (i.e., heating and
cooling).
6. Maintain data logs.
7. Write energy reports.
8. Provide comparative data as a diagnostic tool.
9. Improved preventive maintenance program.
10. Duty cycling of equipment (off cycle a given percentage of
time).
11. Provide daily feedback to building operators.
12. Automatic metering capabilities.
13. System monitoring in the absence of operating personnel.
14. Maintain current energy level without a natural back
slide.
15. Higher order temperature reset schedules.
The Central Energy Processing Unit includes the following
equipment:
1. Central Energy Processing Unit (CEPU).
2. Disk drive.
3. Graphic Printer.
4. Terminals for major buildings.
5. Software.

The following facilities represent 81 percent of the total area
and over 90 percent of the energy consumed by County facilities.
These facilities would all be connected to the Central Process
Control System and monitored at the Public Works Building.

D. ESTIMATED PAYBACK ON INVESTMENT
The cost of energy used to operate County facilities on the
Service Center is expected to cost approximately $1,400,000 in
1979. It is estimated the same energy would cost an additional
20 percent or $1,680,000 in 1980, and it is conservatively
estimated that energy will continue to escalate at a rate of at
least 15 percent a year for the foreseeable future.
Based on our past experience with energy conservation since
1976, we have found that most of the costs for conservation
measures have paid for themselves within a one year time frame
and in many cases within months after implementation.
We feel that a conservative estimate on the payback of the
Centralized Energy Process Control System would be four years.
This payback is estimated only on the additional energy
management capabilities the CEPCS would provide. The payback
does not include the payback analysis used to justify various
energy conservation projects within a facility or additional
cost savings that result through the more efficient utilization
of maintenance operational personnel.
At this time we are requesting the Planning and Building
Committee give authorization to receive bids on the hardware
required for the Centralized Energy Process Control System.
