Hoot, Chairman IN RE: APPLICATION FOR THE RESEARCH INTERN PROGRAM TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS the National Institute of Corrections can make available a sum of S3,000 for conducting a Research Intern Program within the Jail facility; and WHEREAS the application and the acceptance of the Research Intern Program grant requires no local cash match and implies no continuation agreement; and WHEREAS the Finance Committee has attached a favorable Fiscal Report to the Research intern Program application; and WHEREAS the Public Services Committee has favorably reviewed the application of the Research Intern Program to be installed within the Oakland County Sheriff's Department NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the filing of the application of the Research intern Program consistent with the attached budget schedule and program summary; and BE IT FURTHER RESOLVED that upon the completion of the Research Intern Program a final report will be submitted to the Public Services Committee. PUBLIC SERVICES COMMITTEE FISCAL REPORT BY: FINANCE COMMITTEE, PAUL E, KASPER, CHAIRMAN IN RE: RESEARCH INTERN PROGRAM GRANT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: The Finance Committee has reviewed the proposed Grant Application for the Research Intern Program and finds the proposed grant: 1) Is for a four (4) month period commencing on final- acceptance aff the grant, 2) Application or acceptance of this grant does not obligate the County to any future funding, 3) Total funding required is $3,000 which is entirely Federally funded, 4) The $3,000 is for the employment of a research intern to develop an in-house training and development program for Sheriff Department cor- rectional personnel. The Finance Committee, by Paul E. So too, this program's purpose is to devel -D and to enrich the educa- tion of university students who ha -.-e selected adult corrections as a course of study. Thro=.1(,11 pro-,-iding funding so that research interns can be employed within corl-ecti -nal agencies the National Institute of Corrections hopes to be i=pactful on two levols, The 0a1,-land County Sheriff's 1:epar -I--,n--, hopes to employ one (1) Graduate Student Intern durin7 the summ.er of 1978. This reo,earcher would be employed to gather data which will serve as foundation for the development of a comprehensive in-service training program within the correctional facility. OBJECTIVES The specific objectives of the pro --3-sed research effortfollow:- (1) To determine the specifL and varied training needs of correctional perzcnn: assigned to the County Jail. (2) To determine the best methods for training within the Corrective Services Division. Additional long-range benefits are expected to follow the consequent improvement of training. These 7 .1mc,luo:e(1) The general improvement of the quality and the efficiency of the correctional staff; (2) the improvement of the morale and the motivation of correctional staff; and, (3) a reduction of avoidable critical incidents within the Jail PROGRAM EVAIUATION The evaluation of the Research IL:ern Program will include a re- port of the research findings. In addition, several specific questions relative to the irs7artion of the Intern Program will be addressed: (1) Were the specific cbjeciTives of the program reached? If not, why not? (2). What, if any problems were encountered in the develop: ment and the administration of the research effort? (3) That are the relative a-Ivantages/disadvantages of utili- zing graduate students in research efforts withIn the correctional. settir? PROGRAM COST: . The total cost of the Research Intern Program is slightly under - $3,000,00, This represents c.7.,mpensation awarded to the graduate student and does not include budget for fringe benefits or travel, (Neither of these exnenses will incurred.) IPPR0ACHPETMO7s0LOGY A. Review of Relevant Literature 'preliminary to the central effort of the research intern, it will be necessary to review litera ture relevant to their field of inquiry. This will include studies ,qhick &rectiy examine the correctional Perscnnel within Oakland Co ,!rity as well as material on outside agencies. B. Corrections Staff Briefing Immediately Preceeding actua -, data collection, it is imperative that the research intern, toc,-1.tt ,:,- with the Training Sergeant, nrovide a full briefing to all correctional supervisory personnel., An effort will be made to ins,)re that as many front-line personnel are included in the Correcticos S,:a-f Briefing as well. The purpose of the briefing is: (1) To illustrate the co-^erative effort of Sheriff's Department Training Personnel and fre Rcsaarch Intern (2) To explain the research -al-hcology and the Purpose of the research project. (3) To solicit the assistance and the support of key correctional per- sonnel in the actual admi -ist-ation of the research instruments and materials. D. Determination of Instruments and Inventories The research intern will have the responsibility to determine the instruments and the detail of metho 4 which will be used to advance his inquiry. Using the review of literature already completed, as well as the resource nersons which will be available to him/her, the student will review this selection with supervision presenting information relative to the validityfreliability of the instruments. Ease of administration and scoring will be primary factors in the selection process. ::-Administration of P.'65e-afctl' Study Instrume A random selection of the correctional staff will be made using - standard sampling met',ods. Representatives from all ranks/all roles within the Division will be included in the sample nopulation. Actual administration of data instruments will follow. F. Data Analysis and Review The research intern will be responsible for primary data analysis and review This review will include a summary of the intern's method, operating procedures and preliminary research findings. G. Final Report and Recommendations Working closely with the sergeant assigned to training, key correctional persennal and jail a d ministration, the research intern will be responsible for the final preparation of the Final Deport and Recommendation on Correctional Trainirr: and 9evelopment. Specific findings of the research will be included here. (2) What, if any,problems were encountered in the development and/or the administration of the research effort. (4) Finally, the submitted evaluation will address itself for the potential of utilizine research interns in this, and other areas of concern. As an internship Program, a significant part of the evaluation of the program is necessarily an objective review of the outcomes of the pro- ject. So too however, the student's perceptions of his/her Project should also be solicitted.
