HomeMy WebLinkAboutResolutions - 1978.12.07 - 126278737 Miscellaneous Resolution December 7, 1978 PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman IN RE: VARIANCE POLICY FOR PUBLIC SERVICE EMPLOYMENT/FISCAL YEAR 1979 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution #6546 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Tnbor to administer the provisions of the Compre- hensive Employment and Training Act of 1973; and WBEREAS, the initial variance policy was approved via Resolution #8591 on August 24, 1978, and this policy excluded both replacement and substitution of existing enrollees; and WHEREAS, the new fiscal year 1979 variance policy will allow budgets within an annual approved plan, but will also exclude overenrollment which would require deficit funding; and WHEREAS, budgets have been identified for fiscal year 1979 which will allow for both replacement variances (Type II) and substitution variances (Type III); and WHEREAS, the transition of enrollees to unsubsidized employment for this fiscal year is mandated through the Legislation NOW THEREFORE BE IT RESOLVED that the attached variance policy and its examples be utilized by both the Public Services Committee and the employment and training staff for fiscal year 1979 public service employment Titles II D and VI. The Clerk I and Clerk II positions were then eliminated from the occupational summary. TYPE IV - NEW POSITION VARIANCE (Contingency Fund) During the fiscal year the cumulative funds from vacancies throughout the County will be identified within the limits of the carry-forward balances for the next fiscal year. These funds will be utilized to expand annual positions for the occupational summary of a subcontractor. Approval of these new positions will require estimates of the levels of funding for the next fiscal year. The subcontractors with the highest rates of placement in unsubsidized employment will be favored with the creation of new positions. It is likely that this type of variance will occur during the third and fourth quarters of the fiscal year. It will require the approval of a new occupa- tional summary by the Employment and Training staff and the approval of a new annual budget by the Public Services Committee. (No example is attached).
