HOOT, CHAIRMAN IN RE: ESTABLISHMENT OF STANDARD COST OF LAW ENFORCEMENT SERVICES AGREEMENTS - TOWNSHIP DEPUTIES - APRIL 1, 1978 - MARCH 31, 1979 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, it is the policy of the Oakland County Board of Commissioners to permit the Sheriff Department to enter into contracts with Townships for the purpose of providing Sheriff Patrol Services; and WHEREAS, Miscellaneous Resolution #7463 directed the Department of Management and Bduget to establish new contract rates not later than March 1 of each ensuing year; and WHEREAS, such rates have been established by the Department of Management and Budget for the Townships' fiscal year, April 1, 1978 through March 31, 1979, consistent with the attached schedules. NOW THEREFORE BE IT RESOLVED that the annual rate of $29,979 be established a the annual cost per patrolman for the purpose of Law Enforcement Patrol Services for the fiscal year beginning April 1, 1978, such cost to be billed in monthly increments. Prepared by: Budget DiviSion January, 1978 A-2 1/78 1978 (ESTIMATED) TOWNSHIP DEPUTY ANNUAL COSTS SALARY Regular salary starting with base of $17,000, median salary rate $18,400 and maximum salary rate $19,700 which is taken in a four year period. These rates are based on average salary increase. OVERTIME RATE $17,000 = $8.17 per hour X 1.5 = $12.26 per hour $18,400 = $8.85 per hour X 1.5 = $13.28 per hour $19,700 = $9.47 per hour X 1.5 = $14.21 per hour COURT APPEARANCE Based on average number of hours per year per deputy - 42 hours. Base - 42 X $12.26 = $514.92 Median - 42 X $13.28= $557.76 Maximum - 42 X $14.21 = 5596.82 HOLIDAY OVERTIME Based on the eleven paid County holidays in 1978. Base - 88 hours @ $12.26 per hour = $1,078.88 Median - 88 hours @ $13.28 per hour = $1,168.64 Maximum - 88 hours P $14.21 per hour $1,250.48 SICK LEAVE The average number of sick leave days taken per patrolman is approXimately 10 days per year. Cost represents fill in cost at straight time while deputy is on sick leave. Base - 80 hours X $8.17 per hour $653.60 Median - 80 hours X $8.85 per hour = $708.00 Maximum - 80 hours X $9.47 per hour = $757.60 ANNUAL LEAVE This is based on actual number of vacation days earned by each deputy. Costs represent fill in cost at straight time while deputy is on annual leave. Base (10 days) 80 hours X $8.17 = $653.60 Median (12 days) 96 hours X $8.85 = $849.60 Maximum (15 days) 120 hours X $9.47 = $1,136.40 II FRINGE BENEFITS This is the County's portion of F.I.C.A. payable. Base - 6.05% of $17,000 = $1,028.50 Median - 6.05% of $17,700 = $1,070.85 Maximum - 6.05% of $17,700 = $1,070.85 RETIREMENT This is based on 9.93% of total salary. This is the actual 1978. County contribution per the pension actuary. SALARY Regular salary starting with base of $18,360, median salary rate $19,900 and maximum salary rate $21,300 which is taken in a four year period. These rates are based on average salary increases.
