IN RE: Classroom Training Contract/Lease Agreement FY-77/78
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 6546 applied for and RUS granted the designation by the
U. S. Department of Tabor as Prime Sponsor to administer the provisions
of Title I of the Comprehensive Employment and Training Act of 1973; and
WHEREAS, Oakland County's C.E.T.A. Title I Grant Application has
been filed and approved by the U. S. Department of Labor; and
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 7984 approved contracts for Classroom Training for FY-77, and
WHEREAS, the Lease Agreement for Classroom/Garage Shop space for
the Auto Mechanic Classroom Training at Oakland Career Center, Inc.,
represents a major component to the Classroom Training Program for the
period July 11, 1977 to July 10, 1978.
WHEREAS, any FY-77 funds carried over have been deobligated and
now identified as FY-78 funds.
NOW; THEREFORE, BE IT RESOLVED that the Oakland County Board of
Commissioners approves the attached FY-77/78 Lease Agreement for the
Auto Mechanic Classroom Training at Oakland Career Center in the amount
of $16,319.16 or $2.30 per square foot consistent with the attached budget.
The Public Services Committee, by Henry Hoot, Chairman, moves the
adoption of the foregoing resolution.

AUTO MECHANIC CLASS An Agreement
Operational Costs
THE PONTIAC OPPORTUNITIES INDUSTRIALIZATION CENTER OF OAKLAND COUNTY INC.,
A Michigan Not-For-Profit Corporation, here-in-after referred to as the
LANDLORD, and the OAKLAND COUNTY EMPLOYMENT AND TRAINING ADMINISTRATION,
here-in-after referred to as the TENANT, do hereby enter into a rental
agreement for floor space and other services as specified herein.
1. The Landlord agrees to rent a minimum of 6,574 square feet of
measured floor space of its facility located at 154 N. Saginaw
Street, to the Tenant on an annual rental basis for a month to
month rental fee, due by the tenth (10th) day of each month, in
advance.
2. The specified areas to be rented consists of the following:
A. A 391 square feet classroom on the Perry Street side of the
building.
B. A cost of $40.00 per month for trash removal-commercial
contract P.O.I.C. cost. (Weekly collection) ($40.00)
4 cubic yard dumpster.
C. A 192 square feet office and storage area adjacent to the
classroom area.
D. A complete garage shop area, 8 stalls, 5,991 square feet
of floor space (includes tool crib and lecture areas).
E. Included, is enrollee p,,a_rl,<i:ia.1.Lse which equals 1,542 square
feet, and is to be maintained by the tenant.
3. The 583 square feet of floor space, consisting of the office/storage
and classroom area, are charged at the rate of $1.38 per square foot,
and equals $67.04 per month.
4. The garage (shop area), consisting 5,991 square feet of floor space
is charged at the rate of $2.30 per square foot, and equals $1,148.27
per month.
5. The reimbursement of this lease shall be month to month or until the life of
the contract provided lease fee is paid monthly, and is renewable for
an additional year at the option of the Landlord.
6. The contract dates are July 11, 1977 through July 10, 1978.

8. The Landlord shalci provide custodial services fji the restroom and

all other floor spaces, with exception of shop area.
9. The Tenant shall notify and receive approval of the Landlord prior
to making a ny changes or modifications in the structure. All approved
minor remodeling will be done at the expense of the Tenant and
in accordance with the applicable codes of the City of Pontiac.
10. The Tenant agrees to keep the premises in good repair, and at the
termination of its occupancy return the premises in like condition
as when taken, except for reasonable wear in use and damage by the
elements.
11. The Tenant must secure and maintain adequate liability insurance to
"hold-harmless" the Landlord for any injury that may occur on the
rented property while in use by the Tenant. Two hundred and fifty
thousand ($250,000.00) to Three hundred thousand ($300,000.00) dollars
should be adequate.
• 12. The Tenant will be respohsible for repairs and/or improvements, .
needed in maintaining his own operations.
13. The Tenant will be held responsible for the security of the building
and the Landlord's property while in occupancy. The Tenant will also
be responsible for all keys to the property, which are given to him.
14. The Tenant agrees not to use any machinery or equipment in its
operation in violation of any city, state or federal safety codes
or labor laws.
15. If the Tenant uses the Landlord's telephone, he will re-imburse
the Landlord at the cost of .10 cents per local call and the total
cost of each long distance call. All phone installation costs, in
this area, is to be borne by the Tenant.
16. The Landlord retains the right of passage through the rented areas
for periodic inspection and other services.
. 7. The total cost for this rental space is $1,255.31 per month..

17. The Landlord agrees to put the facility through an initial clean
condition and basic operational condition.
18. Adequate and proper heating is to be provided during the heating season
for the contrast period. However, during said heating season if 1070
or more of the time, sufficient heat is not provided in accordance
with minimal health standards, this condition will be sufficient
cause to terminate this contract.
The essential element of this agreement is that in return for the minimal .
operational charge by the Landlord, the Tenant agrees to operate and maintain
the facility for its purpose at no cost to the Landlord.
