IN RE: EX-0 .,, DEES PLACEMENT AND SUPPORTIVE SERVICES CONTRACT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6546 applied for and was granted the designation by the U.S.
Department of Labor as Prime Sponsor to administer the provisions of Title
of the Comprehensive EMployment and Training Act of 1973; and
WHEREAS, Oakland County's C.E.T.A, Title I Grant Application has
been filed and approved by the U.S. Department of Labor; and
WHEREAS, the Ex-Offender Placement and Supportive Service Contract
provides a means of reducing unemployment within the ex-offender target group,
as approved in the Title I manpower Plan.
NOW THEREFORE BE IT RESOLVED that $62,341 be awarded for the
Ex-Offender Placement and Supportive Services Contract for the period of
3/1/78 through 2/28/79, consistent with the attached budget.
NOW THEREFORE BE IT FURTHER RESOLVED that a quarterly report for
review of performance objectives be submitted to the Oakland County Board of
Commissioners.
The Public Services Committee, by Henry W. Hoot, Chairman,
moves the adoption of the foregoing resolution.

, - PROGRAM DESCRIPTION
The Offender Aid and Restoration program (OAR) will provide for the placement of
40. individuals in unsubsidized employment and for the referral of 20 enrollees
for training during 4 12 month period. The proposal includes a proviSionfor
community volunteers and the training of volunteers to provide the necessary
counseling and referral of ex-offenders. Through the process of extensive .
volunteer personnel the overall cost of the contract has been reduced by avoid-
ing the use of extensive counseling personnel.
The program design hns successfully been used. in 18 other volunteer projects
throughout the United States. The purpose includes a limited nuMber of professional
staff with volunteers working in concertwith other community agencies to pro-
vide an offender with the necessary services for job preparation and job
placement. The clients within the program will be recruited while they retain
the status of jail prisoners. 'Staff personnel will visit the jail on a daily
basis in order to recruit enrollees for the program. The process of recruiting
clients within the Offender Aid Restoration program is represented in Attachment -A
Attachment B represents the finalized budget OfS62,341 and Attachment C
represents the overal program objectives.
