Miscellaneous Resolution

IN RE : Classroom Training Insitution Bidding Formats for Fiscal Year 1979
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairman, Ladies and Gentlmen:
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6546 applied for and was granted the designation as Prime Sponsor
by the U. S. Department of Labor to administer the provisions of the
Comprehensive Employment and Training Act of 1973; and
WHEREAS, the last three years of classroom training activity has
demonstrated the effectiveness of insitutions and organizations licensed by
the State of Michigan and the licensing procedure is consistent with the monies
allocated through the Non-Financial Agreement of the State of Michigan; and
WHEREAS, licensed institutions have standardized accounting and
personnel practices which increase the tact of placing CETA enrollees in
unsubsidized employment; and
WHEREAS, the classroom training activity will be increased in fiscal
year 1979 and three months planning time is necessary for the development of
the schedule
NOW THEREFORE BE IT RESOLVED that the attached bidding procedure,
inclusive of the licensing requirement by the State c?f:Michigani now be included
in the Prime Sponsor's plan for fiscal year 1979.
The Public Services Committee, by Henry W. Hoot, Chairman, moves
the adoption of the foregoing resolution.

OCCUPATIONAL TRAINING -
During fiscal year 1979, the -,',:lakla71 County Employment and Training
Division will subcontract for occupational training services with the
State of Michigan licensed organizations. These services must be con.-
sistent with the provision of the .Comprehensive Employment and Training
Act as published in the Federal Register. All contracts_ will be_re- .
viewed by the Prime Sponsor's staff, Oakland County Manpower Planning
Council, Public Services Committee and approved by the Oakland County
Board of Commissioners. The following areas of occupational training

Final date for submitting bids is June 12, 1978. A1 bid5 must be
post marked by June 12, 1978.

Moved by Hoot supported by DiGiovanni the resolution be adopted.
Moved by Price supported by Sfmson the resolution be amended in the
NOW THEREFORE BE IT RESOLVED paragraph following the words "State of -Michigan"
add "those agencies having demonstrated effectiveness over a 3 year period".
Discussion followed.
Mr. Price requested that Robert Chisholm, Director of Public Services
Department be allowed to address the Board. There were no objections.
Mr. Chisholm addressed the Board.
Mr. Moxley requested a Roll Call vote.

A sufficient majority not having voted therefor, the amendment failed.

was adopted.
