IN RE: SOUTHFIELD JAIL CONTRACT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr, Chairman, Ladies and Gentlemen:
WHEREAS overcrowding of female prisoners in the Oakland County Jail
has been identified and cited by the Michigan Department of Corrections, and
WHEREAS the City of Southfield has submitted a proposal to Oakland
County for the use of their facility which would provide the County with additional
jail accomodations for female prisoners, and
WHEREAS it is in the interest- of Oakland County to provide adequate inmate
housing for female prisoners under the County's jurisdiction,
NOW THEREFORE BE I T RESOLVED that the Oakland County Board of
Commissioners authorize the execution of a contract with the City of Southfield
consistent with the attached budget,
BE IT FURTHER RESOLVED that said contract be for a minimum period of
three years,
BE IT FURTHER RESOLVED that written quarterly progress reports on inmate
population and characteristics be presented to the Public Services Committee.

CAPITAL OUTLAY
NOTE: The above salary and wage figures do not include any budgeted O.T.
The City of Southfield is interested in entering into a contractual
arrangement with the Oakland County Sheriff's Department for the operation
of the 36 cell detention facility currently under construction as part
of the Southfield Public Safety building.
The City is willing to negotiate a contract which will be deemed fair
and equitable to both parties and will best serve the interests of
cooperative law enforcement services in Oakland County.
Outlined, below are the basic tenants of said contract as proposed by the
City of Senthfield.
1, The City will complete the unfinished area as shown on the attached
floor plan of the detention facility to meet the State of Michigan,
Department of Corrections specifications to qualify as a jail rather
than a lock-up. This area will include a multi-purpose room and
exercise room.
2, The City will maintain control of the building and will furnish all
maintenance and utility costs. The Sheriff's Department will assume
full administrative and operational responsibility and liability for
the detention facility and all prisoners held therein,
3. All costs of prisoner care for the City of Southfield will be the
responsibthty of the County of Oakland. All revenues generated for
prisoner care to other governmental units shall be credited to same.
4. Responsibility for rehabilitation programs will ultimately lie with
the Sheriff's Department, The city will offer full cooperation in
the development of said programs and will make existing resources,
such as library services, available to Oakland County.
5. The City of Southfield will provide 11 civilian detention personnel.
Civilians will be hired by and in the employ of the City. Supervisory
personnel will be provided by the County of Oakland.
6. Communications equipment and electronic surveillance equipment will
be provided, installed and maintained by the City of Southfield.
The City recognizes that there may be many other points of concern upon
which we need mutual agreement. The preceding.pvoposals are offered as
a base around which a suitable contract may be negotiated. -

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #8607 and finds first year costs to
be in the range of $200,000 to $250,000. The Finance Committee recom-
mends inclusion of funds sufficient to cover this program in the 1979
Budget. Final budget figures will reflect anticipated salaries in-
creases, effective date of the contract and meal costs.
