IN RE: 4-H Urban Program Expansion
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners, in
, conjunction with Michigan State University, funds the programs and
activities of the Cooperative Extension Division; and
WHEREAS,additional state funds were allocated to serve
Oakland County youth in 1977-78; and
WHEREAS, regular quarterly reports to Commissioners has
revealed that the significant program accomplishment has directly
resulted in 137 new clubs and project groups wherein 1,076 new
members were participants in on-going clubs and 8,432 new youth
participated in special education activities; and
WHEREAS, Oakland County has recently been notified of the
availability of additional 4-H program funds to be targeted to urban
youth during 1978-79; and
WHEREAS, it is in the interest of Oakland County to con-
tinue its support of expanded 4-H youth program activities.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners authorizes the execution of an agreement between
Michigan State University and the County for the purpose of providing
an expanded 4-H Urban Youth Program, for the time period 10-1-78
through 9-30-79 consistent with the attached program summary and
budget.
AND BE IT FURTHER RESOLVED that written quarterly progress
reports be presented to the Public Services Committee and to the
balance of the members of the Board of Commissioners.
The Public Services Committee, by Henry W. Hoot, Chairman,
moves the adoption of the foregoing resolution.

REQUEST TO RENEW ACCEPTANCE OF FUNDS FOR 4-H
PROGRAM EXPANSION IN OAKLAND COUNTY
OCTOBER 1, 1978 - SEPTEMBER 30, 1979
The Cooperative Extension Service is requesting approval to renew use of
available funds from Michigan State University. The allocations has again been
earmarked to expand 4-H Programs in urban areas of the county. Oakland County
has been designated to receive $85,116 for this program effort, which is a
$20,116 (31%) increase over the 1977-78 allocation.
In the past year, the funds were utilized to employ five additional full time
4-H Program Assistants and provide equipment, volunteers and program
development costs. Additional clerical help, contracted and commodity
costs were approved from a county appropriation of $18,709 to supplement the
program. The additional staff were used to initiate 4-H youth programs.
Major areas of program development in 1978-79 will continue to be extending
the learning-by-doing educational activities in youth life skills areas.
Recruitement and training of volunteer leaders and utilizing existing 4-H
project materials will continue to be the major emphasis in 1978-79. In
the first eleven months of the 1977-78 program, 1076 new youth were involved
in on-going club activities; 8432 participated in other educational projects;
and 176 new volunteer leaders were recruited. A total of 137 new clubs and
project groups were organized. This reflects against a goal for the expansion
program of 25 new clubs and project groups and 250 new youth involved. (See
attached progress report for detail.)
Major program emphasis will continue to be in such program areas as Pre-
employment Training, Money Management and Consumer Education, Nutrition
Education, Family Living Skills, Gardening, Cultural Understanding, Challenge
and Challenge Outreach (Challenge for delinquent and delinquency prone youth),
Bicycle Safety Education, and other relevant projects. Additional resources of
Michigan State University expanded specifically with other urban expansion
funds are also available to the county through this program.
Emphasis will be placed upon the development of a volunteer nucleus
in each district area which will help to carry and support the local program
efforts. Also emphasized will be continued showing of MSU youth programs
and training resources to strengthen other County Youth Serving Agencies
through participation in the Coalition of Youth Serving Agencies.
Plans are to involve approximately 8,000 new youth in educational projects
and increase the permanent membership base by 1,500. Also planned
is the organization of twenty-five additional project groups and recruitment
of 150 new volunteer leaders.
Evaluation of the project will be conducted by Michigan State University
and results will be reported to the Board of Commissioners on a quarterly
basis.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution -Y-8614 and finds:
1) $18,730 in County Funds necessary to fund this program from October
1, 1978 through September 30, 1979,
2) Acceptance of this program does not obligate the County beyond Sep-,
tember 30, 1979.
Further, the Finance Committee finds the amount of $18,730 available in
the Contingency Fund, said amount to be transferred to the 4-H Urban Youth
Program Unit consistent with the attached schedule.
