IN RE: ACCEPTANCE OF EMS 1203-11 GRANT AWARD
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners, by Miscel-
laneous Resolution #8494, authorized the filing of an application to the
Department of Health, Education and Welfare for 1203-11 funds as part of
the Southeastern Michigan Regional grant application; and
WHEREAS the office of the Federal and State Grant Coordinator
has reviewed the Emergency Medical Services/Disaster Control Division.
Grant as approved by the Department of Health, Education and Welfare and
finds the grant for $78,850 varies more than ten (10%) percent from the
$160,000 in the original grant application; and
WHEREAS no county funds are necessary as match; and
WHEREAS the grant further provides that Oakland County enter
into a contractual agreement with the Southeastern Michigan. Health Offi-
cers Association, fiscal agent for the Southeastern. Michigan Council for
EmergenCy Medical Services; and
WHEREAS the Executive Committee of the Oakland County Council
for Emergency. Medical Services has recommended acceptance of the afore-
mentioned provisions consistent with the attached program_ summary and
budget;
NOW, THEREFORE, BE IT RESOLVED that the Oakland County . Board.
of Commissioners accept the Emergency Medical Services Grant to be
utilized consistent with the attached program summary and budget; and
BE IT FURTHER RESOLVED that Oakland County enter into a con-
tractual agreement with the Southeastern Michigan Health. Officers Asso-
ciation, fiscal agent for the Southeastern. Michigan Council for Emergency
Medical Services.
The Public Services Committee, by Henry W. Hoot, Chairman,
moves adoption of the foregoing resolution.

RECOMMENDED USE OF EMS 1203-11 FUNDS
INTRODUCTION.
On July 1, 1978, the Department of Health, Education and Welfare awarded
$500,000 to the Southeastern Michigan Council for Emergency Medical Ser-
vices (SEM-CEMS). As in 1977 2 due to the keen competition for these
monies, the amount was far less than the original request. Shortly after
official notification of the award,., the Regional EMS Council made the
following allocations:

As a result of the reallocation, the County Council, once again, was
faced with the need to re-prioritize those components previously identi-
fied in the original grant request.
- On August 31, after a review of the overall status of EMS - within the ,
County and upon the recommendation of its various subcommittees, the
Executive Committee of the Oakland County Council for Emergency Medical
Services unanimously voted to recommend the attached. budget to the Board
of Commissioners for its approval.
Unlike last year, this budget reflects an emphasis on training and public
education. It should be noted that while there is a. request for cash
match identified within the budget, this 7.atch is to be provided by local
units of government and/or private agencies who close to participate in
purchasing radio equipment. No County cash match is being requested.
The following is a brief summary of the programs to be undertaken if the
Board authorizes acceptance of the grant award:

With the increasing level of Emergency Medical Services, throughout the.
County, the general public must become more involved to insure optimal.

return on our investment in improving Emergency Medical care. This needs
to be done through speaking engagements, displays, and actual training of
the public • in such lifesaving procedures as Cardiopulmonary Resuscitation.
Specific Projects Include:
Oakland County EMS_ Display A mobile five panel display. that can circu.--
late as an exhibit throughout the County, explaining Emergency Medical
Services in pictures. and text.
CPR Weekends: A kickoff, scheduled for Dezember, to include a Cardio-
pulmonary Resuscitation marathon to prenote a campaign aimed at training
citizens in the County. Once interest is generated,- funding will provide.
a central pool of instructors with whin.. Oakland County will be able to
respond definitively to community and eiti7.en requests. In the past,
referrals were the best we could do with regard to training - requests.
Oalland_LaLTIy Slide/Tape Presentation: An ongoing effort in communicat-
ing Oakland County's work in coordinating the development of an EMS sys-
tem is a Speakers Bureau. Production of a set program will provide in-
creased exposure for ouractivities as well as explain about Emergency
Medical Services and the importance of individual- involvement . within the
system.- In recent months, staff has spoken to the Oakland . County Pharmai
2cists-Association, several-- junior high schools,- Jaycees, Rotary Clubs
and Optimists. NUMOTOUS requests are received by the EMS/Disaster Control:
Division as well as by members of the EMS Council. In order to be con-
sistent and effective and to provide fo7 effective record: keeping, a. -
standardized program must be developed and instituted.
TRAINING
Tiaining with respect to Emergency Medical Service5 in Dakland -County
will address several, components necessary for the development of a com-
prehensive EMS system.' Some of the majpr program areas include the follow
ing:
Crash Injury Management: A course for First Responders.. This course is
aimed at training those individuals who normally arrive first at the scene
of a medical emergency, primarily police officers. Candidates success-
fully completing this course Will receive American. Red Cross. Certification
in Advanced First Aid and Emergency Care and in Cardiopulmonary . Resuscita-
tion. A successful pilot concluded in June saw 2.5-. Oakland County Sheriff's
Deputies complete the course. Additional Deputies as well as officers
from throughout the County will have an opportunity to take this training.
The objective of this program is to train 100 First Responders . by July,
1979, and. to serve as a catalyst for ae:lltional self-sustaining programs.
Continuing Professional Education: As the ENS System: grows, demand for
continuing TER-67-37 -TH-C-reases Advanced EMT's (Paramedics) must

accumulate 20 credits within two years to retain their license. Oakland.
County will have monthly programs aimed at meeting this county-wide need.
Physicians from hospitals throughout the County will serve as faculty.
This component will provide for a cost effective continuing education
program for Advanced EMT's from agencies throughout the County to meet
continuing education requirements of the State.
Rescue and Extrication: Removing injured parties from trauma is a. sub-
specialty within Emergency Medical Services that requires additional
training. A survey has been conducted to determine the interest in this
'16-hour program. Early responses indicate good student interest from
such local units as Ferndale-, Avon, Troy:, Southfield, Farmington Hills
and others.
Other programs include the development of an Emergency Driver Training
Course (every operator of an emergency .ambulance will be required to
complete an MDPH-EMS Division approved Driver Training Course by January 1,
1980), CPR instruction for school teachers, a Basic EMT refresher course,
Basic EMT Training, and the purchase of additional training supplies such..
as resusel-Annies.
The Emergency Medical Services/Disaster Control Division has accommodated
more than 100 requests for loans of training equipment so far this_year ,
and occasionally the demand has exceeded the supply of necessary training
equipment
COMMUNICATIONS
The major emphasis this year, insofar as Communications is concerned, is
the completion of the VHF ambulance to hospital network. This project
had to b6, deleted last year due to the severe financial constraints and.
the necessity to implement the ALS Communications network. The major
components of the Communications program are as follows:
VHF Mobile Communications: •Installation of radios to provide for ambu-
lance to hospital communications. At this point in time, every major
hospital in the County has the capability to communicate via the H.E.R.N..
frequency. Eligible candidates (as determined by predetermined criteria)
would be requested to finance 30% of the total cost of equipment to be
installed in their vehicles.
UHF Communications: Expansion and refinement of Advanced Life Support
Communications network previously authorized by the Board. per Miscellan-
eous Resolution #842I. No cash match to be incurred by the County.

PROGRAM: A sixteen hour State of mionigan, MDPH-FMS Division approved course
covering the practices and principles of rescue and extrication,
Topics covered will include backboarding, splinting, overview of
the scene, rescue tool operation and practice sessions. on automo-
biles,
INTENDED PARTICIPANTS: Any individual in Oakland County who is primarily
involved with R & E on a daily basis, assists with R & E opera-
tions on occasion, or has an interest in such procedures. Parti-
cipants may be Public Safety Officers, Police Officers, Firefighters,
AmbOlance Personnel or others,

Pursuant to Rule XI-C of this Board, the Finance Committee has re-
viewed Miscellaneous Resolution #8623 and finds:
I) A total grant of $500,000 has been awarded to the seven county
Southeastern Michigan Council on Emergency Medical Services;
2) Of the $500,000 awarded to the Region, Oakland County's share
of the program is $78,850;
3) The $78,850 varies more than 10% from the $160,000 in Federal
funding sought in the original grant application, (In keeping
with the grant procedures as adopted in Miscellaneous Resolution
#8421, this grant acceptance has been reviewed by the Public
Services Committee);
4) Acceptance of this grant requires no appropriation of County
fonds, nor does it obligate the County to any future commitments,
