HomeMy WebLinkAboutResolutions - 1978.10.10 - 12940Miscellaneous Resolution 8661 October 10, 1978 BY: PUBLIC SERVICES COMMITTEE - Henry Hoot, Chairman RE: Intern Work Experience FY-1979 TO: OAKLAND COUNTY BOARD OF COMMISSIONERS WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution 6546 applied for and was granted the designation as prime spon- sor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS the Oakland County Board of Commissioners by resolution 8609 has approved the CETA Title II plan and budget for fiscal year 1979; and WHEREAS said plan and resolution included a $160,000 allocation for fiscal year 1979 for the intern work experience activity; and WHEREAS junior students will be paid $3.25 per hour, senior students will be paid $4.00 per hour, graduate students will be paid $4.75 per hour for their participation in the program; and WHEREAS no individual will be a participant in the program for more than 12 months; and WHEREAS the past effectiveness of the intern work experience activity indicates the highest percentage of participants entering unsubsidized employment upon termination from the program than any other CETA Title I work experience activity during fiscal year 1978 NOW THEREFORE BE IT RESOLVED that the attached performance objectives for the intern work experience activity to he subcontracted to Oakland University be approved contingent upon appropriations from the U.S. Depart- ment of Labor. The Public Services Committee, by Henry William Hoot, Chairman moves the adoption of the foregoing resolution. PUBLIC SERVICES COMMITTEE P Henry WilliAm Hoot, Chairman Oakland County Public Services Department Employment and Training Division Intern Work Experience FY-1978 Results The Oakland University Intern Program has recruited and placed 61 students in various county departments since the beginning of the 1978 contract period through August of 1978. The characteristics of •this group are as follows: 72% females, 31% minorities, 36% economi- cally disadvantaged, 29% handicapped and 11% veterans. The chart on the following page is a comparison of the 1978 plan submitted by Tony Hernandez of Oakland University and actual perfor- mance. The 1978 contract called for 80% of all terminations to be for positive reasons. Oakland University responded with 90% positive terminations. The contract also called for 50% of the total termi- nating students to be placed in unsubsidized employment. A total of 45% were actually placed. Throughout the year enrollment figures have been significantly lower than the 1978 plan's projection. Reports have indicated an imbalance in supply versus demand. Therefore, it appears a more active role could be taken in recruitment so that a catalogue of intern candidates could be at hand for openings. The termination characteristics also indicate that more efforts could be directed in the placement of students.
