IN RE: TORNADO SIREN PROGRAM - THIRD YEAR GRANT RE-APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners, by Miscel-
laneous Resolution No. 8158, authorized the filing of a Federal grant
application for third year funding of a tornado siren warning system; and
WHEREAS the Oakland County Emergency Medical Services/Disaster
Control Division has received word from the Michigan State Police that
the application is "approvable" but that insufficient funds are available
for the project during the 1978 fiscal year; and
WHEREAS the Oakland County Emergency Medical Services/Disaster
Control Division has been advised by the Michigan State Police to submit
a new application; and
WHEREAS the local community demand for sirens exceeds the
budget resources previously approved by the Oakland County Board of
Commissioners;
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners authorizes the re-filing of a Federal grant application
for third year funding of the tornado siren warning system for the period
of October 1, 1978 through September 30, 1979 consistent with the attached
program summary and budget.
BE IT FURTHER RESOLVED that the Chairman of the Board of Commissioners be and
is hereby authorized to execute said contract.
The Public Services Committee, by Henry William Hoot, Chairman,
moves adoption of the foregoing resolution.

This project is a continuation of the Oakland County centrally
activated siren system which now will cover approximately 79.9% of
the county population. The additional sirens on this project
application will bring the precentage of coverage to approximately
90.6%.
The rate at which this project will progress will be dictated by
such factors as:
1. Availability of monies.
2. Availability of equipment from manufacturers.
3. Labor relations.
4. Weather conditions.

e. PAYROLLS AND BASIC RECORDS. Payrolls and basic
records relating therelo will be maintained during the course of the
work and preserved for a period of three years thereafter for all laborers
and mechanics working at the site of the work. Such records will con-
tain the name and address of each such employee, his correct classi-
fication, rates of pay (including rates of contributions or costs
anticipated of the types described in section 1 (0)(2) of the
Davis-Bacon A C t), daily and woiekly number of hours worked, deduc-
tions made and actual wages paid. Whenever the Secretary of Labor
has found under 29 CFR 5.5 (a) (1) (iv) that the wages of any laborer
or mechanic include the amount of any costs reasonably anticipated
in providing benefits under a plan or program described in section
1 (b) (2) (B) of the Davis-Bacon Act, the contractor shall maintain
records which show that the commitment to provide such he is
enforceable, that the plan or program is financially responsible, and
that the plan or program has been communicated in writing to the
laborers or mechanics affected, and records which show the casts
anticipated or the actual cost incurred in providing such benefits.
The contractor will submit weekly a copy of all payrolls to the
f. APPRENTICES. Apprentices, will be pentlitted to work as
such only v,illen they are registered, individually, under a bona fide
apprenticeship progranr registered with a State apprenticeship
agency which is recognized by the_Bureau of Apprenticeship and
Training, U. S. Department of Labor. The allowable ratio of aoplien-
Uses to journeymen in any craft classification shall not be greater
than the ratio permitted to the contractor as to his entire work force
under the registered program. Any employee listed on a payroll at
an apprentice wage rate, who is not registered as above, Shall be
paid the wage rate deter.mined by the Secretary of Labor for the
classification of work he actually performed. The contractor or sub-
contractor will he required to furnish written eyid,eince of the regi-
stration of his program and apprentices as well as of the appropriate
ratios and wage rates, prior to using any apprentices on the con-
tract work.
g. COMPLIANCE WITH COPELAND REGULATIONS (29 CFR
Part 3). The contractor shall comply with the Copeland Regula-
tions (29 CFR Part 3) of the Secretary of Labor which are herein
Incorporated by reference.

accompanied by a statement signed by the employer or his agent indi-
cating that the payrolls are correct and complete, that the wage rates
contained therein are not less than those determined by the Secretary
of Labor and that the classifications set forth for each laborer or me-
chanic conform with the work he performed. A submission of a
"Weekly Statement of Compliance" which is required under this con-
tract and the Copeland Regulations(29 CSR Part 3) of the Secretary
of Labor and the filing with the initial payroll or any subsequent pay-
roll of a copy of any findings by the Secretary of Labor under 29 CFR
5.5 (a) (1) (iv) shall satisfy this requirement. The prime contractor
shall be responsible for the submission of copies of payrolls of all
subcontractors. The contractor will make the records required under
the labor standards clauses of the contract available for inspection
by authorized representatives of the

the Office of Civil Defense, Office of the Secretary of the Army; and
the Department of Labor; and will permit such representatives to inter-
view employees during working hours on the job.
h. INELIGIBLE BIDDERS. The contractor hereby certifies as
a condition of the contract that he is not listed on the Comptroller
General's list of ineligible bidders published pursuant to regulations
issued by the Secretapy of Labor (29 CFR Part Si and the Davis
Bacon Act, as amended (-In U.S.C. 276a et seq.). This certification
shall constitute a warranty, the falsity of which will render void
this contract or subcontract, as the case may be.
I. SUBCONTRACTS. The contractor will insert in any sub-
contracts clauses a through h and j and such other clauses as the
Office of Civil Defense, Office of the Secretary of the Army may by
appropriate instructions require, and also a clause requiring the
subcontractors to include these ciauses in any lower tier subcon-
tracts which they may enter into, together with a clause requiring
this insertion in any further subcontracts that may in turn be made,
j. CONTRACT TERMINATION; DEBARMENT. A breach of
any of clauses a through i may be grounds for termination of the
contract, and for debarment as provided in 213 CFR 5.6.

IN RE: TORNADO SIREN WARNING PROGRAM - THIRD YEAR GRANT RE-APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr, Chairperson, Ladies and Gentlemen:
The Finance Committee has reviewed the subject Tornado Siren Warning
Grant and finds:
1) This application is a resubmittal of the application authorized by
Miscelaneous Resolution #8158 passed on September 1, 1977.
2) This program was not funded during Fiscal Year 1978 due to lack of
funds at the State level,
3) This grant must be resubmitted for Fiscal Year 1979,
4) The County cost for Fiscal Year 1978 was expected to be $65,105 and
this amount was appropriated in the Disaster Control Unit Budget,
5) The current application calls for $67,500 in County funds (or an
additional $2,395)due to reductions in costs and the addition of six (6)
sirens in the application bringing the total request to thirty (30) sirens,
6) The total cost of this program is $270,000. Sources of funds are
fifty (50) percent ($135,000) Federal, twenty-five (25) percent ($67,500)
local units of givernment and twenty-five (25) percent ($67,500) County,
7) Application or acceptance of this grant does not obligate the County'
beyond September 30, 1979, except that maintenance of all sirens must be paid
for by the County,
8) It is anticipated that one more year of funding will be needed to
finish this program; this funding will be applied for next Fiscal Year

acceptance of the foregoing report, and the referral of the information contained
therein to the Public Services Committee in accordance with Miscellaneous Re-
solution #6462 - Federal and States Grants Procedures, Paragraphs II, Ill'a
