HomeMy WebLinkAboutResolutions - 1978.09.21 - 12985Henry Wilrnam Hoot, Chairman Miscellaneous Resolution 8621 - September 21, 1978 BY : PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman IN RE : Delinquent C.E.T.A, Reimbursement Requests TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS; Mr. Chairman, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolu- tion #6546 applied for and was granted the designation as Prime Sponsor by the U,S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS Oakland County, as Prime Sponsor, has submitted to the Department of Labor a plan of enrollment and expenditure levels for all C,E,T,A, titles -, the Prime Sponsor's performance is measured against this plan; and WHEREAS the Prime Sponsorls plan is the sum of all subgtantees and contractors performance goals as agreed to by contract; and WHEREAS noncompliance with the contract by subgrantees and contractors re-7 fleets adversely on the assessment of the Prime Sponsor by the Department of Labor; and WHEREAS a substantial number of subgrantees are 30 7 60 and 90 days- delinquent on submitting Reimbursement Requests, NOW THEREFORE BE IT RESOLVED that the Oakland. County Board. of Commissioners approve that subgrantees who are 60 days delinquent appear- before the Public Services Committee to explain their noncompliance with the contractual agreement. BE IT FURTHER RESOLVED that if corrective action is not taken and reimbursements are 90 days delinquent, funds will be recaptured and reallocated at the next scheduled meeting of the Board of Commissioners and those subgtantees whose past performance reflects noncompliance will have their future funding reduced by a maximum of fifteen percent .(45%), The Public Services Committee, by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution.
