RE: SUBSTITUTE HOUSE BILL NO, 4018
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the General Government Committee has reviewed Substitute
House Bill No 4018 and recommends support for said Bill.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby goes on record in support of Substitute House Bill No 4018.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the
County's legislative representatives in Lansing and to the County's Legislative Agent.
The General Government Committee, by Robert W. Page, Chairman, moves
the adoption of the foregoing resolution.

Moved by Page supported by Roth the resolution be adopted.
Moved by Lanni supported by Page the resolution be amended by deleting Section 10
which reads, "The Board of Water Commissioners shall advise the governing body of the
city that established the system on the setting of rates and charges."
A sufficient majority having voted therefor, the amendment carried.
Vote on resolution, as amended:
AYES: DiGiovanni, Doyon, Fortino, Gabler, Gorsline, Hoot, Kasper, Kelly, Lanni,
McConnell, McDonald, Moffitt, Montante, Moxley, Murphy, Page, Patterson, Peterson, Price,
Roth, Simson, Aaron, Daly. (23)
NAYS: None. (0)
A sufficient majority having voted therefor, the resolution as amended, was
adopted.
Moved by Page supported by Peterson that Resolution #7942 be reconsidered and
,amended as follows:
Delete first WHEREAS paragraph which reads, "WHEREAS the General Government
Committee has reviewed Substitute House Bill No. 4018 and recommends support for
said Bill."
AND SUBSTITUTING THE FOLLOWING:
"WHEREAS, Substitute House Bill 4018 would give the City of Detroit a majority
on the Water Board; and
WHEREAS, the Mayor of Detroit would have the power of removing his appointees
without cause; and
WHEREAS, the final rate-making authority for water shall continue to reside
with the Detroit Common Council and not with the Water Board.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
opposes Substitute House Bill 4018."
A sufficient majority having voted therefor; the motion carried.
