MISCELLANEOUS RESOLUTION 8021 June 2, 1977

IN RE : C.E.T.A. TITLE VI, FY-77 SPECIAL PROJECTS ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairman, Lads and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6546 applied for and was the designation as Prime Sponsor by the
U.S. Department of Labor to administer the provisions of the Comprehensive
Employment and Training Act of 1973; and
WHEREAS, $3,979,876 is available from the Title VI balance of
county Title VI fiscal year 1977 for Special Projects, and
WHEREAS, a request for Special Projects was published in the newspaper
on February 24, 1977, and
WHEREAS, the Public Services Committee and the Oakland County
Board of Commissioners have approved the criteria for awarding Special
Projects, and
WHEREAS, these criteria, approved by the Board of Commissioners by
Miscellaneous Resolution #7880, of need, agency resource, program effectiveness,
cost effectiveness and benefit to the community have been applied by staff
recommendation to 209 projects, representing 19.1 million dollars and 2,232
enrollees, and
WHEREAS, the non profit agency requests for Special Projects
represent organizations previously funded by Title VI allocations and
Oakland County general funds, a further review of performance objectives and
possible duplication of services should be considered by the Public Services
Committee.
NOW THEREFORE BE IT RESOLVED that the attached allocation for
Title VI Special Projects be approved.
The Public Services Committee, by Henry W. Hoot, Chairman, moves
the adoption of the foregoing resolution.

NOTE: Staff recommendation includes reservations on those projects that relate to construction
to insure compliance with the Davis-Bacon Act and those projects in the area of public
safety that might be difficult to recruit under the new criteria of participant
eligibility.

The following agencies and projects have met the basic criteria and where multiple
projects were submitted by an agency, the highest rated project is listed
for approval. The recommendation is that each project be approved for $35,714.

Moved by Hoot supported by Patterson the resolution be adopted.
Moved by Price supported by Fortino the resolution be amended to
have the Public Service Chairman appoint a 3 person sub-committee for the
purpose of review and implementing non-profit agency requests under the
special project allocations.
Discussion followed.
The Chairman ruled the amendment out of order.
Moved by Gorsline supported by Simson the resolution be amended
on page 3 (2nd page of Budget attached to Resolution) with reference to
$500,000 for Private Non-Profit Agencies, and then to delete on the last
page of the Budget which is titled PRIVATE NON-PROFIT AGENCIES $500,000.
Discussion followed,
Vote on amendment:
A sufficient majority having voted therefor, the amendment carried,
Mr. Price appealed the decision of the Chair regarding his amendment.
The Chairman stated those in favor of sustaining the Chair say "aye"
and those opposed, say "no". The Vote was as follows:
