Hoot, Chairman IN RE: TORNADO SIREN COUNTY/LOCAL COMMUNITY AGREEMENTS (PHASE III) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS MT. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution #7865 accepted the federal "Outdoor Siren Warning System" grant (#77-03) in the amount of $118,371 and appropriated the county share in the amount of $56,811; and WHEREAS, the Federal Civil Defense Preparedness Administration has approved Oakland County's second tornado siren grant (#77-62); and WHEREAS, Miscellaneous Resolution #7865 stipulated that county and federal funds could not be spent until signed agreements between local communities and the county had been secured; and WHEREAS, additional county/local agreements have been secured. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the purchase of six (6) sirens, consistent with the attached schedule. AND BE IT FURTHER RESOLVED that County funding in the amount of $2,367 is available in the 1977 Non-Departmental Federal Project Match Line Item, and $11,838 is available in the .1977 Contingent Account The Public Services Committee, by Henry W. Hoot, Chairman, moves the adoption of the foregoing resolution. Betty Adnob / AGREEMENT THIS AGREEMENT, entered into this day of 1 077 - 5 between the COUNTY OF OAKLAND, a Michigan Constitutional Corporation, hereinafter. called "County", and the TOWNSHIP OF AVON, a Michigan Municipal Corporation, here inafter called "Municipality"; WHEREAS, the County has established a centrally activated tornado warning : • ••• system;•and, • . . WHEREAS, the Municipality desires to become a part of Such system_ NOW THEREFORE in considerati,on of the sum of $3,315,00 paid by the Municipality • to the County, the County agrees to install one (1) siren and three (3) modification • kits for existing sirens within the Municipality at locations to be designated by - • the Municipality. . . THIS AGREEKENT, entered into this day of , 1977, between the COUNTY OF OAKLAND,. a Michigan Constitutional Corporation, hereinafter called "County", and the City of NOvi , hereinafter called . • "Municipality"; • WHEREAS, the County has established a •centrally activated tornado warning system; and WHEREAS, the Municipality desires to become a part of such system. NOW THEREFORE in consideration of the sum of $ 5,960,00 paid by the Municipality to the .County, the County agrees to and upgrade one existing siren install 2 sirens/within the Municipality at locations to be designated by the Municipality. WHEREAS, the County has established a centrally activated tornado warning system; and WHEREAS, the Municipality desires to become a part of such system. - NOW THEREFORE in consideration of the sum of $ 32,700.00 12 new sirens, 2 modifications of existing fire department sirens Stations 2 paid by the Municipality to the County, the County agrees to install 14 sirens within the Municipality at locations to be designated by the Municipality. - IT ISTUTUALLY AGREED AND UNDERSTOOD that the sirens shall be owned by the County- - IT IS FURTHER AGREED AND UNDERSTOOD THAT THE maintenance Of .the sirens shall be borne by the County and at no cost to the Municipality. - This agreement and costs shown are subject to change - depending upon selection of siren location by the municipality and bid costs.
