Patterson, Vice Chairman IN RE : Termination of funding for Indian Services/Fiscal Year 78 Plan TD THE OAKLAND COUNTY BOARD OF COMMISSIO 0 Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Connissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation by the U. S. Department of Labor of Prime Sponsor to administer the provisions of Title I of the Comprehensive Employment and Training Act of 1973; and , Oakland County's CE.T.A, Title I Grant Application has been filed and approved by the U. S. Department of Labor; and , the American Indian population received a separate source of funding for services within CETA and the Oakland County Manpower Planning Council and the Oakland County Board of Commissioners' policy has been to match the Title III Indian Service funds with additional funds fram Title I and the Native American Indian Group, Inc. and the Oakland County American Indian Association have received Title I monies in response to this policy; and WHEREAS, the Detroit American Indian Center has discontinued Title III funding for fiscal year 1978 as indicated in the attached letter of October 13, 1977, from the CETA Director NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners recommends that funding for Indian Services in Oakland County be deleted fram the fiscal year 1978 Plan and not reinstated until a one year record of demonstrated effectiveness can be documented FORE BE IT FURTHER RESOLVED that fiscal year 1977 expenses will be honored until September 30, 1977, as established by closeout audit, and that unspent fiscal year 1977 funds will be reallocated to supportive service contracts. The Public Services Committee, by Henry W. Hoot, Chairman, moves the adoption of the foregoing resolution. PUBLIC SERVICES COWIME William T. Dear Mr. McKay: After reviewing all reports, records and having discussions with some of the Native American communities in Oakland County the Detroit American Indian Center, Prime Sponsar for Title III Indian Programs, has decided not to fund either Indian Center presently stationed in Oakland County for the 1978 Fiscal Year We plan on opening an entirely new center, which will be directly under the administration of the Detroit Indian Center. We will be directly responsible for all accounts, record-keeping, and hiring. Personnel presently employed at both centers will be considered for employment at this new Center. #8237 November 3, 1977 Moved by Patterson supported by Simson the resolution be adopted.
