Garsline, County Commissioner, District #2; Betty Fortino, County Commissioner District #5 Earmarking a f County Revenues To the Oakland County Board of Commissioners: • Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Board of Commissioners in each county in Michigan is the policy—making branch of government; and WHEREAS, the sole power to appropriate county funds rests with the Board of Commissioners; and WHEREAS, the ability to set budgetary priorities Loth within agencies and departments and among agencies and departments provides the greatest measure of policy control; and WHEREAS, the Michigan Legislature has from time to time, especially in FIB 4163 and SB 560 and 561 introduced and adopted in 1977, has earmarked certain revenues to specific county departments; and WHEREAS, this action of earmarking revenues significantly reduces the ability of the Board of Commissioners to set necessary budgetary priorities within county government. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby urge the Michigan Legislature to refrain from earmarking county revenues or otherwise limiting the use of said funds. AND BE IT FURTHER RESOLVED that additional revenues generated by changes in state statute should be allocated to the county's general fund. MR.
