TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
IN RE: ACCEPTANCE OF COMMUNITY DEVELOPMENT BLOCK GRANT
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the County of Oakland is participating as an urban County
under the Federal Housing and Community Development Act of 1974, and
WHEREAS, pursuant to Miscellaneous Resolution 7923 dated April 7,
1977 an application for grant funds was submitted for Community Development
programs, and
WHEREAS, the County of Oakland has received a. grant award of
$4,347,000 in Federal Funds to be expended in accordance with an
approved plan, and
WHEREAS, there are no County funds required for this project_
NOW THEREFORE BE IT RESOLVED that the County of Oakland accept
this grant award alilauthorize the County Executive to administer the
funds in accordance with the Federal Housing and Community - Development
Act of 1974,

I Oakland County is a maturing urban area and its rate of growth has somewhat
stabilized from the rapid growth experienced in the 1960's„ In some of the
older areas, population has decreased.
More County residents are living in mobile homes, apartments and condominiums.
These units house the majority of the increased population. New housing starts
are predominately limited to the more affluent families. Lower income families.
are basically limited to the filtering down process of the sale of older homes.
The urban areas in the County are in need of new roads, sanitary sewers, storm
drains and water. This has seriously hindered the development of theseareas.:,:
More restrictive zoning ordinances have also contributed to this factor.
Oakland County Piannino Studies
A° 2 Population growth is predominately taking place in the rural areas. Commercial
Development is currently expanding at a slower pace then was projected. The
lack of public improvements does hinder the residential growth and commercial
development.
Public transportation is very limited in scope with only minor services offered
at present

A majority of the rural areas and suburbs have serious flooding conditions and
this seriously effects future development and contributes to the blighted
conditions and deterioration of these areas. Many of these.conditions can be
eliminated with minor drainage activities and thereby arresting the decline of
the living environment of these low and moderate income persons residing in
those areas.

A majority of the communities- located in Oakland County are in need of secondary
road improvements particularly in rural areas. Many subdivisions in the townships
have private roads and a majority of the families residing-in those areas are of
low and moderate income. Lack of sidewalks creates a safety factor for all
citizens, including the handicapped. Lack of adequate roads and sidewalks _
contribute to the blighted conditions- that exist in these areas. -•• • •

A° 5 Public Facilities & Services
A majority of the units of government lack Public Facilities, such as parking
lots, multi-purpose buildings, fire stations, water facilities for fire-fighting
and consumption, traffic signals, street signs, lighting and •other• public
facilities whith result in residents being inadequately served. This is very
evident in the areas that house low and moderate income families. Many of the
local units of government lack facilities and public service programs that
will aid in providing health, recreational and social -activities.
Municipal and County Studies °PAN
Housing
Oakland County has an abundance of substandard homes that are occupied by low and
moderate income families. These are primarily located in pockets throughout -
the County. The applicant has a need to address themselves to expand the housing
stock, particularly those existing units that require rehabilitation to create a
suitable environment to the low and moderate income families. Many of these areas
also lack public improvements such as water, stolm drains and sanitary sewers.
These pockets of decay must be eliminated in the interests of those who presently
reside there, as well as to prevent , the spread of decay to surrounding areas.
There is a need to inform homeowners in the area of Home Maintenance Instruction
and Code Enforcement that it is necessary to assist in arresting the blight in
most areas,

Most communities lack adequately developed open space for recreational involvement
of all citizens, particularly, these of low and moderate income, The applicant_
sees a further need in the development of these areas. .Local residents lack
programs that will service the needs of the elderly and handicapped.. Many programs
are being proposed and lack financial assistance to properly develop activities
to satisfy thls need.

Development Planning
Means must be achieved for increasing the potential utilization of land in
built-up industrial and commercial areas in the County. This is prevalent in -
the southern half of the County. In the rural areas, it is essential that roads
and utilities be developed to encourage industry and business to expand job
opportunities for those citizens of low and moderate income. Many lakes in the
area have become polluted through infiltration of septic systems and surface
water and require measures to correct these deficiencies.

The applicant has a goal to reduce the number of substandard housing in all
areas. This will be accomplished by Code Enforcement and a Rehabilitation Progr
Our primTry objective is to upgrade the existing . housing stock with a Loans &
Grants Program and a supportive Housing 'Aaintenance Instruction Program for those
families that require such assistance. Oakland County also will promote new
subsidized housing starts under the Section 8 Program. This will also include
subsidy for existing units.

Many communities need barriers constructed to eliminate the blight from
residential areas. This would include walls, plantings and other items that
would make these areas a more viable place to live. The low and moderate income
families will derive the most benefit from these activities as these conditions
exist primarily in low income areas. Pollution in many lakes in the area are
. deteriorating to the extent that blighted conditions . exist. Weeds and waste need
to be eliminated to arrest this condition.

Planning and management studies are proposed to properly upgrade areas for
-industrial, commercial and residential growth_ The above activities will consist
of, but not limited to land use plans, housing studies; water studies, soil
survey, and ether plans that will help eliminate blight and slums and help

Acquire land to establish and/or expand local,parks and multi,purpose buildings in
Census Tracts 1004, 1005, 1006, 1007. 1116.02, 1113,01, 1112,03, 1115, 1028,
1055, 1084,01, and 1120. These acquisitions and development activities consist
of mini-parks, recreational areas and sites for multi-purpose buildings and
senior centers, The above activities will benefit the low and moderate income
families, the elderly and the handicapped in making recreational facilities
available at a local level. This is a hligkted parcel and with park development :
will eliminate the blighted condition that exists, The acquisition in Census
Tract 1084,01 is the third year of funding,

Road construction and repair will be undertaken in Census Tracts 1050,01, 1015, 1081
1066, 1123 : 1126, 1118,01, 1113.03, 1115, 1061,01, 1061.02, and 1112,01. The
above activities will consist of engineering ,studies, grading, drainage, and
resurfacing, These roadways are primarily servicing areas of low and Moderate -
income families and are deteriorated to the extent that a blighted condition
exists, The above projects will assist in upgrading these areas and will assist
In the elimination of this condition, Housing Rehabilitation will be done in
these areas and thereby creating a much more viable area for the low and moderate'
income families. These funds are being matched with $40,700 in General Funds.

Parking facilities . are to be developed and/or resurfaced in the following
Census Tract 1117. The parking lot in Census Tract 1117 will be developed on
village owned property. The downtown business area in the village of Lake Orion
is in the. process of deterioration and the Central Business District is in need
of revitalization to m.adaltain its economic viability. A blighted condition
currently exists and this improvement will help arrest the decay. Other local
Improvements are anticipated to further assist in the development' of the business

Traffic study by the Oakland County Road Commission indicates that a serious

manner that will eliminate the hazard that exists. All residents of the village
will benefit from theinstallation of this signal. The signal in Census Tract
1112.02 will be installed to eliminate the lack of traffic control on M-59. This

Provide improved drainage by installing culverts and catch basins, improve ditches
as appropriate to eliminate excess surface water and to improve storm and sanitary
sewers as necessary to eliminate serious drainage problems which have created a

Census Tract 108-5 is supported by the planning activity in the second-year
program.. This project will eliminate the back-up of the lake level caused by
- the lack of necessary drainage culverts. As the engineers indicate, the block-up
of the water effects 3 lakes and causes high water levels which seriously damage
property and creates a blighted condition to residents in this Census Tract. The
drainage in Census Tract 1076.02 is the construction of approximately $7,500
storm drainage system in Stump Beech Grove Subdivision which was plotted and
built approximately 40 years ago and a majority of those homeowners are of low
and moderate income families. Lack of these facilities has caused the area to
deteriorate and the construction of the above will assist in eliminating this
condition and also benefit the low and moderate income families in that Census
Tract.
The activity in Census Tract 1012 is the reconstruction of a joint storm and
sanitary facility. This facility services an industrial area and they have
experienced failures in waste disposal and have faced a shutdown of operations
due to the inability to dispose of such waste and water. All residents will
benefit from this activity due to its economic effect on the City of Oak Park.
Storm sewers will be installed in Census Tract 1016 from the intersection of
Hart and Scotia, running east to Newport. Due to development of recreational
facilities .within the central area water has been channeled into the existing
sewer line and has created severe basement flooding problems for residents along
both sides of Hart Street. Due to the flow of raw sewage in basements of
residential dwellings it is detrimental to the health and safety of those homeowners-.
The drainage activities in Census Tracts 1125, 1113.01, 1113.02, 1083, 1084.03, 1114,
and 1115 are of a minor nature and are all in blighted and low income areas.
The low and moderate income families will benefit from these projects and the
completiOn of these activities will help eliminate the blighted condition that
exists.

improvement of fire-fighting services. This will serve an area in which

is proposed for Census Tract 1115 to more adequately serve all residents. This
well will permit tanks to replenish their water supply at all times, particularly,
in severe winter conditions and due to thickness of ice on the lake, makes it
difficult to reload the water tanks. This activity will benefit all residents
and -promote better service to homeowners inciluding those of low and moderate
income.

Beautification of public lands and right-of-ways. Grading and planting will be
done in Census Tract 1027.02 and 1027.01. It currently is in blighted condition.
City of Clawson has constructed curbing in this area and grading and planting
are required to upgrade this area. Loans & Grants will be done in the same area

The beautification in Census Tract 1018, 1017 will consist of the construction of
a buffer wall and the. plantings of shrubs which will restrict the view of the
public works yard which is adjacent to a residential area. The creation of a .
buffer zone between the 0.0WftLOWY1 business district and the residential area will
also be undertaken. This will separate the business area by the construction of
a buffer wall and other measures that will change the traffic flow from these
areas. This is the third year funding for this activity. All planning has been
completed and will be completed in the third program year. The present condition
has created a blighted condition for those 4omeowners which are of low and moderate
income levels. This activity will benefit those families by increasing the value
of their homes and making that area a more viable place in which to live.
The beautification in Census Tracts 1012, 1013.01, and 1014 are activities that
will assist in the upgrading of the commercial area on Nine Mile Road. The
widening of this road is being done with Federal, State and local funds. It is
the intent of the beautification to arrest the blight which is occuring in the
residential area adjacent to Nine Mile Road. Plantings, general upgrading, and
street furniture are proposed. A companion program with local funds is also
being proposed to assist in upgrading of the area. This will stimulate the value
of homes in the area as well as promote. economic development - and arrest the
deterioration that is currently evident. All residents of Oak Park will benefit
from this proposal_ in the form of home values and the elimination of blighting
conditions. Present plantings had to be removed due to Dutch Elm disease and
it is necessary to replace them. This will provide residents with a more
viable community in which to live and eliminate the deteriorating of the area
and will benefit all citizens.
The downtown area of the City of Farmington Census Tract 1049 requires that
additional activities be undertaken to promote the downtown business area. This
will help to eliminate the deterioration that exists and promote commercial
development, The city is promoting a companion program that will also assist•in
these goals. All residents of the area will benefit from this project and will
assist in the arrest of the blighted condition.

such as development of codes, ordinances, master plans, recreational needs,

environment, particularly, the low and moderate income families as these studies
will primarily be addressed to the needs of these areas. If these projects are not
