Hoot, Chairman TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: IN RE: ACCEPTANCE OF COMMUNITY DEVELOPMENT BLOCK GRANT Mr. Chairman, Ladies and Gentlemen: WHEREAS, the County of Oakland is participating as an urban County under the Federal Housing and Community Development Act of 1974, and WHEREAS, pursuant to Miscellaneous Resolution 7923 dated April 7, 1977 an application for grant funds was submitted for Community Development programs, and WHEREAS, the County of Oakland has received a. grant award of $4,347,000 in Federal Funds to be expended in accordance with an approved plan, and WHEREAS, there are no County funds required for this project_ NOW THEREFORE BE IT RESOLVED that the County of Oakland accept this grant award alilauthorize the County Executive to administer the funds in accordance with the Federal Housing and Community - Development Act of 1974, The Public Services Committee, by Henry . More County residents are living in mobile homes, apartments and condominiums. These units house the majority of the increased population. New housing starts are predominately limited to the more affluent families. Lower income families. are basically limited to the filtering down process of the sale of older homes. The urban areas in the County are in need of new roads, sanitary sewers, storm drains and water. This has seriously hindered the development of theseareas.:,: More restrictive zoning ordinances have also contributed to this factor. Oakland County Piannino Studies A° 2 Population growth is predominately taking place in the rural areas. Commercial Development is currently expanding at a slower pace then was projected. The lack of public improvements does hinder the residential growth and commercial development. Public transportation is very limited in scope with only minor services offered at present Etrgt2Fr*urcie Oakland County Planning Studies --- A- 3 Flood Areas A majority of the rural areas and suburbs have serious flooding conditions and this seriously effects future development and contributes to the blighted conditions and deterioration of these areas. Many of these.conditions can be eliminated with minor drainage activities and thereby arresting the decline of the living environment of these low and moderate income persons residing in those areas. Many subdivisions in the townships have private roads and a majority of the families residing-in those areas are of low and moderate income. Lack of sidewalks creates a safety factor for all citizens, including the handicapped. Lack of adequate roads and sidewalks _ contribute to the blighted conditions- that exist in these areas. -•• • • Oakland County_Road Commission Studies A° 5 Public Facilities & Services A majority of the units of government lack Public Facilities, such as parking lots, multi-purpose buildings, fire stations, water facilities for fire-fighting and consumption, traffic signals, street signs, lighting and •other• public facilities whith result in residents being inadequately served. This is very evident in the areas that house low and moderate income families. Many of the local units of government lack facilities and public service programs that will aid in providing health, recreational and social -activities. Municipal and County Studies °PAN Housing Oakland County has an abundance of substandard homes that are occupied by low and moderate income families. These are primarily located in pockets throughout - the County. The applicant has a need to address themselves to expand the housing stock, particularly those existing units that require rehabilitation to create a suitable environment to the low and moderate income families. Many of these areas also lack public improvements such as water, stolm drains and sanitary sewers. These pockets of decay must be eliminated in the interests of those who presently reside there, as well as to prevent , the spread of decay to surrounding areas. These acquisitions and development activities consist of mini-parks, recreational areas and sites for multi-purpose buildings and senior centers, The above activities will benefit the low and moderate income families, the elderly and the handicapped in making recreational facilities available at a local level. The above activities will consist of engineering ,studies, grading, drainage, and resurfacing, These roadways are primarily servicing areas of low and Moderate - income families and are deteriorated to the extent that a blighted condition exists, The above projects will assist in upgrading these areas and will assist In the elimination of this condition, Housing Rehabilitation will be done in these areas and thereby creating a much more viable area for the low and moderate' income families. The widening of this road is being done with Federal, State and local funds. It is the intent of the beautification to arrest the blight which is occuring in the residential area adjacent to Nine Mile Road. Plantings, general upgrading, and street furniture are proposed. A companion program with local funds is also being proposed to assist in upgrading of the area.
