HomeMy WebLinkAboutResolutions - 1982.12.02 - 13437Miscellaneous Resolution 8373 December 2, 1982 BY: HEALTH AND HUMAN RESOURCES COMMITTEE IN RE: SOLID WASTE MANAGEMENT REIMBURSEMENT AGREEMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Health Division has in the past been contracted by the State Department of Natural Resources to provide Solid Waste Management services; and WHEREAS the State Department of Natural Resources wishes to continue this contracting; and WHEREAS said contracting does not require additional staff or resources beyond that provided in the budget; and WHEREAS reimbursement from said contracting is included in the budget. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby authorize the County Executive to enter into the Solid Waste Management reimbursement agreement with the State up to the amount of $35,229, per the attached agreement. WILLIAM CADDELL, CHAIRPERSON IN RE: SOLID WASTE MANAGEMENT CONTRACT -.REIMBURSEMENT OCTOBER 1, 1982- SEPTEMBER 30, 1983 The Finance Committee has reviewed the Solid Waste Management Contract Reimbursement Application and finds: 1) This contract is for reimbursement of County expenditures attributable to the field activities, inspection, complaint responses and administration of the Solid Waste Management Program in Oakland County with funding made available by the Michigan Department of Natural Resources, 2) The contract covers a period of October 1, 1982 through September 30, 1983, 3) Funding is in the amount of $35,229, of which 100% is State funded, 4) Total funding of $35,229 is for: Total salary costs, $20,179; fringe benefits $11,802; and operating costs, $3,248, 5) These funds are incorporated in the 1982/1983 Budget as Health Division revenues in the County Budget, 6) Approval of the contract does not obligate the County to any future commitments. FISCAL YEAR 1982 - 1983 STAFFING The following Oakland County Health Division staff will be involved in the Solid Waste Management Program within Oakland County: Administrator - Environmental Health Services Edward P. O'Rourke, R.S. has a Master of Science degree, in Public Health and has been associated with the Oakland County Health Division for over 29 years. Mr. O'Rourke will be involved to the extent of the administration . of the program as it pertains to staff assignment, budgeting, grant application preparation, liaison with Environmental Health Services staff and Health Division Administration, liaison between Health Division Administration and County government, and as a resource to the staff who are primarily involved in the program. • Environmental Health Administrative Assistant - Oscar B. Boyea, R.S. has a Master of Science degree in Public Health and has had over 29 years experience in Environmental Health with the Oakland County Health Division, Mr. Boyea will be involved in the program in that he will be the in line Administrator to whom the Specialty Supervisor will report. He will assist the Administrator of Environmental Health Services in the administration of the program. He will also review all reports and records pertaining to Environmental Health Services activities in the program. Mr. Boyea will also be a liaison between the Health Division Administration and County government, local units of government, and citizens concerned with the Solid Waste Management Program. Grimes, R.S. has Masters degree in Public Health and has had over 12 years experience with Environmental Health Services of the Oakland County Health Division, The Specialty Supervisor in the Water Quality Control and Land Protection Programs will be the primary coordinator of the Solid Waste Management Program and all field activities will be channeled through him and approved by him. Assignments and scheduling of all activities will be done by Mr. Grimes, all reports and records will be forwarded to him for his review - and he will be the principle contact with the Resource Recovery Division of the Michigan Department of Natural Resources, Field Staff -There will be two members of the Environmental Health Services staff assigned to the Solid Waste Management Program, one from the North Office and one from the South Office, The North Office assignee is Frank Zuazo, R.S., who has a degree in Environmental Health from Ferris State College, W. Zuazo has had over 7 years experience in environmental health, S of which was with an Illinois Health Department and over 2 years with Environmental • - Health Services of the Oakland County Health:Division_ W. Zuazo will perform Environmental Health Services field activities, inspections as well as complaint responses, in all facets of the Solid Waste Manage- ment Program in the geographic areas to which he is assigned. . The South Office assignee will be George Hall, R.S., who has a degree in Environmental Health from Ferris State College and has had over 7 years experience with the Oakland County Health Division, Mr. Hall will perfoim Environmental Health Services field activities, inspections as well as complaint responses, in all facets of the Solid Waste - Management Program in the geographic areas to which he is assigned. The field staff will report directly to_the Water QualityControl & Land Protection Specialty Supervisor. . The field staff assigned to the Solid Waste Management Program will give first priority to responsibilities in that program. Such responsibilities will include inspections of facilities, complaint investigations, attendance at meetings relative to any solid waste handling or disposal facility and will attend educational and informational seminars when deemed appropriate. Solid Waste :'inr=g=cnt Grant 1\pplic::Itien Page Three July 26, 1982 Clerical Staff The Environmental Health S ervices clerk, Mary Hahnefeld, under the direction and supervision of the Water Quality Control & Land Pro-.. tection Specialty Supervisor, will maintain the files on all solid waste management facilities and do the clerical functions that are required within the program. All functions of Environmental Health Services Oakland County Health Division staff in this program will be in conformity with the provisions as indicated in Part II of the Rules as authorized by the Solid Waste Management Act, including working with the Department of Natural Resources, Resource Recovery Division Representative and local -muni- cipalities in arranging for administrative proceedings and appropriate news releases. CHANGES IN PROGRAM IMPLEMENTATION No changes in program implementation over last fiscal year. IV. FACILITY STATUS SANITARY LANDFILLS • The Groveland Sanitary Landfill is owned by the Stablex Corporation and is located in Section 19 of Groveland Township. This landfill will function as a disposal facility for the processed waste from the Stablex Corporation plant. The proprietors maintain that this processed waste will be a nontoxic, stabilized product. This facility was originally licensed in September, 1974, but has never been operational. There arecurrently two monitoring wells on the property and samples are • collected quarterly. The operation of this facility is pending the outcome of litigation. Kingston Development (formerly Sandfill Incorporated P3) is located at -1911 Hamlin Road in Avon Township. This facility was licensed as of November 18, 1980 as a Type III operation. At the present time, the facility is not being utilized, but is being monitored by Oakland County Health Division staff. . Lyon Development Company (Phase I) is located in Section 4 of Lyon Town- ship and had been previously licensed. However, the fill operation has been completed. Presently, this facility is being monitored for any leachate problem. Biannual sampling is in progress with follow-up on any complaints received. Oakland County 1-4.)alth Division 1200 NORTE( I IUilAPI ROA PONTI AC, C ZaCI AN 4;40.53 Solid Waste Mon oar Grant Application • Page two July 21, 1982 Lyon Development Company _(Phase II) is located in Section 4 of Lyon Town- ship and isadjacent to Lyon Dove rropment Company (Phase 71) This facility is being prepared for operation in accordance . with the requirements of the ruIes,and it is anticipated that this facility will be in operation by FY 82-83. Marlowe Sanitary Landfill, 2375 E_ Rose Center Road, Rose Township. This - facility is closed. This facility was never bonded under the provisions of Act 641. However, this office has requested, in writing, that the closing of this facility be done in accordance with the requirements of • Act 641. At the present time, the final two feet of cover is being applied and should be completed by this fall. At this time, the question of Oakland County purchasing this property for future use as a landfill under the County Solid Waste Management Plan has not been 'resolved. Staff will continue to monitor this former facility on a routine basis. Northeast Landfill of Troy, 1720 South Boulevard, City of Troy, is closed and will require a monitoring program. , Pontiac City Landfill, 575 Collier Road, City . of .Pontiac, is licensed and at the present time is providing the necessary documentation for expansion of the facility. The City of Pontiac is presently providing landfill services to those communities and haulers who formerly used the Marlow facility. Saltarelli Landfill, Auburn and Opdyke Roads, Pontiac Township is closed but is being monitored. presently, there are three wells used for moni- toring purposes. Sanicem Landfill, 4901 Lapeer Road, Orion and Pontiac Townships, is pre- sently closed but is applying for a license. However, there is strong opposition to its being granted a license by the local jurisdictions. Southeastern Oakland County Incinerator Authority, west one-half of the southeast quarter of Section 13 and the northeast quarter of Section 24, Avon Township. This facility is presently in operation and cells #I and #2 have been the basis of neighborhood complaints relative to a "landfill gas odor." However, most of these complaints have not been able to be substantiated. Presently, this facility is operating under a current license and has an ongoing monitoring program. Oakland County Incinerator Authority has entered into agreements with the Resource Recovery Division and the Toxic Substance Control Commission whereby positive action will take place in order to reduce the incidence of complaints, most of which originate from the mobile home park located in proximity to the facility. • -Stan's Landfill is located at 1131 Hamlin Road, Avon Township. This facility is presently unlicensed and is closed. Litigation may be forth- coming between Stan's Landfill and the Township of Avon. Waterford Sanitary Landfill is lOcated at 7900 Gale Road, Waterford, . Michigan. This facility is currently licensed and in operation. Phase II is in the .process of preparation with the liner material on site. Management of the landfill is now doing its own engineering, which will require close scrutiny by this Division, Weber Sand and Gravel is located at 600 W. Silverbell Road, Orion Town- ship, This facility, although licensed, is not operational. Presently, the proprietors of this facility are involved in litigation with Orion Township. Northeast Landfill of Pontiac Township, located in the northwest quarter of Section 2, T3N-R.10E, has recently received a construction permit. The staff of the Oakland County Health Division will monitor activities at this facility as necessary. INCINERATORS South Oakland County Incinerator Authority is located at 29470 John R and is a licensed operating facility. This facility is considered to be operated in an efficient manner. This incinerator.is the only incinerator facility operating within Oak- land County at this time. TRANSFER STATIONS Commercial Removal Incorporated is located at 21430 W. Eight Mile Road, Southfield, This is licensed and operating facility. There have been no problems with this operation to date. Southeastern Oakland County Incinerator Authority Transfer Station is . located at 9901 Coolidge Highway in Troy. This facility is licensed and is in operation. The operation is well run. City of Southfield Transfer Station is located at 25501 Clara Lane, South- field. This facility is licensed and operating. The location of this facility is in the DPW property and the primary purpose of this facility is to handle large, bulky items, e.g., discarded appliances. Solid Waste Managemnt Grant Application Page four July 21, 1982 Environmental Health Services of the Otkland County Health Division, as a matter of policy, will be inspecting all of the landfills listed at least on a monthly basis. The other facilities, incinerator and transfer stations, will be inspected at least quarterly.
