IN RE: TITLE II-B EMPLOYMENT AND TRAINING SERVICES SUBRECIPIENT EVALUATION CRITERIA
TO THE OAKLAND COUNTY BOARD OF COMMISSICNIES
Mr. Chairperson, Ladies and Gentlemen:
-WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions
NO. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U.S. Department of Labor to administer the provisions of the Comprehensive EMployment
and Training Act of 1973 and the Cbmprehensive EMployment and Training Act Amendments
of 1978; and
the Oakland County Board of Commissioners by Miscellaneous Resolution
NO. 82262 approved the FY 1983 Title II-B EMployment and Training Services Program
allocation; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution
No. 82262 also approved the FY 1983 Title II-B Employment and Training Services sub-
recipients and their allocations; and
WHEREAS prudent program management dictates that these subrecipients' performance
be evaluated; and
AS the Employment and Training Council has reviewed and recommended this
resolution by a 17 to 4 vote.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the FY 1983 Title II-B EMployment and Training Services subrecipient evaluation
criteria delineated in Section VIII of the Employment and Training Services Statement
of Work (Attachment A).
BE IT FURTHER RESOLVED that a written quarterly report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Cbmmissioners.

of the foregoing resolution.

VIII. Evaluation
At the end of each quarter, the subrecipient will be evaluated. The evaluation
will measure the performance objectives discussed in Section V of this Statement
of Work. If the subrecipient falls above a 15% variance from plan at the end of
the quarter, it will be required to submit a Corrective Action Plan.
The subrecipient will be evaluated on the following criteria:

1. Cost-per-Direct Placement - This criterion reflects the cumulative number of
participants who were directly placed into unsubsidized employment upon term-
ination from the program, divided into the cumulative client services expendi-
tures. (Direct placement means the act of securing unsubsidized employment
for and by a participant, after the participant has received only services or
non-occupational training. Unsubsidized employment means employment not
financed from funds provided under the Act.)
Additionally, subrecipients which transfer participants into an Oakland
County prime sponsor on-the-job training program will receive credit equal
to ½ of an unsubsidized placement. A subrecipient, then, which places 10
participants in unsubsidized employment and transfers an additional 10 par-
ticipants into OJT will receive credit for 15 placements.
Placement data will be compiled by and obtained from the recipient's Central
Records Unit. Expenditure data will be obtained from the monthly client
services reimbursement request submitted by the subrecipient. The subrecipient
will be measured according to the following scale:
50 points = under $1,500 per direct placement
45 points = $1,501 to $2,500 per direct placement
40 points = $2,501 to $3,500 per direct placement
30 points = $3,501 to $4,500 per direct placement
20 points = $4,501 to $5,500 per direct placement
0 points = $5,501 per direct placement and above
2. Enrollments - This criterion represents the total number of participants served
under the terms of this Statement of Work. The plan will be drawn from the
enrollment numbers entered on the Appropriation Planned Expenditure Summary,
which is completed by the subrecipient; actual totals will be obtained from
the recipient's Central Records Unit. The subrecipient will be measured
according to the following scale:
35 points = 95% of plan and above
25 points = 90% to 9•% of plan
15 points = 85% to 89% of plan
5 points = 75% to 84% of plan
0 points = 74% of plan and below
3. Expenditures - This criterion represents the cumulative amount spent on client
services. The plan will be derived from the Appropriation Planned Expenditure
Summary, which is completed by the subrecipient; actual costs will be derived
from monthly reimbursement requests. The subrecipient will be measured accord-
ing to the following scale:
15 points = 95% of plan and above
10 points = 90% to 94% of plan
5 points = 85% to 89% of plan
0 points = 84% of plan and below
Points from each criterion will be totaled, after which the subrecipient will be
assigned to one of four categories:
100-90 points = Excellent
89-80 points = Good
79-70 points = Marginal
69- 0 points = Poor

FY 1983 Employment and Training Services Program*
A Rationale
L. Cost-per-Direct Placement - Section 676.25-5 of the May 20, 1980 Federal
Register states that "...employment and training services are designed to
lead to maximum employment opportunities and., eventual placement into
unsubsidized employment." Consequently, placement statistics must be
measured. Placement statistics, however, are influenced by the size of
each subrecipient's allocation; a larger allocation translates into more
staff and the possibility of more placements. To neutralize the effect
of allocation size, placements will be measured against expenditures; the
larger a subrecipient's allocation, the proportionally larger number of
placements they must achieve. By measuring cost-per-placement, the prime
sponsor can ascertain which subrecipients are obtaining unsubsidized place-
ments as a result of efficient use of resources.
Additionally, on-the-job training (OJT) referrals will receive 1/2, placement
credit. Many potential employers are reluctant to hire special needs
clients without a trial period. OJT provides this trial period, thus al-
lowing the client to participate in the work world.
2. Enrollments - To impact the unemployment problem of special needs clients,
a successful subrecipient must provide service to a reasonable number of
individuals. By measuring enrollment levels, the prime sponsor can ascer-
tain whether a subrecipient is serving an appropriate number of clients.
3. Expenditures - New employment and training legislation stresses the efficient
and effective use of resources. To be successful, a subrecipient must spend
its resources to hire staff and provide quality services. By measuring ex-
penditures, the prime sponsor can ascertain whether the subrecipient priori-
tizes service provision.
*Title II-B Employment and Training Services - This program provides employment-
related services (e.g., counseling, employability assessment and placement) to
members o •. specific target populations. Participants, who include displaced
homemakers, veterans and offenders, have traditionally experienced personal or
environmental barriers to employment. Eight program subrecipients have been
allocated a total of $318,090,

2. Jewish Vocational Service and Community Workshop - Jewish Vocational
Service provides a wide variety of employment-related services to the
unemployed. It specifically uses CETA funds to help the handicapped and
limited English-speaking individuals. Multi-lingual counselors provide
assessment, employability skills, job development, and placement.
3. The Haven - The Haven offers food and shelter to victims of domestic
violence. CETA dollars employ trained professionals, who provide em-
ployment planning, assessment, and job development.
4. Michigan Rehabilitation Service - CETA funds staff members who are re-
sponsible for a detailed assessment of each client.
5. New Horizons - New Horizons Is a sheltered workshop which offers a number
of employment-related services to the physically and mentally handicapped
residents of Oakland County. CETA funds the agency's "community program",
which sends clients to local firms for firsthand experience of the compe-
titive process.
6. Oakland County Veterans' Service - The Veterans' Service is a division of
Oakland County government. CETA dollars support a full-time staff member
who provides clients such services as employment assessment, training
referral, job development, placement, and follow-up counseling.
7. Offender Aid and Restoration - Offender Aid and Restoration serves offenders
and ex-offenders living in Oakland County. A full-time job developer pro-
vides an extensive employment component, which includes .detailed testing
and assessment, training referral, job development, and placement.
8. Women's Survival Center - The Center operates an employment-adjustment
program for displaced homemakers. Group sessions include employment
assessment, counseling, employability skill training, job development,
job club activity, and post-termination counseling.
