RE: REPROGRAMMING OF ROYAL OAK TOWNSHIP COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, The Charter Township of Royal Oak and the County of Oakland entered into
an agreement on November 12, 1981 in which the County on behalf of the Township will
execute essential applications, plans, programs, and projects for implementation of
the Community Development Block Grant Program; and
WHEREAS, in March, 1982 the Charter Township submitted the following activities
for use of Community Development Block Grant Funds: Demolition, Relocation, Housing
Rehabilitation, Public Service and Planning and Management; and
WHEREAS, on August 13, 1982 the Department of Housing and Urban Development
approved the 1982 Oakland County Community Development Block Grant Program with a special
contract condition affecting the obligation of FY-82 funds in the Township of Royal Oak;
and
WHEREAS, the special condition on the grant states that the County shall not permit
the Township to directly administer any funds under the agreement and that the County
may expend funds within the Township provided the administration of the funds is handled
directly by the County; and
WHEREAS, there are substantial needs for the use of Community Development Block
Grant funds within Royal Oak Township; and
WHEREAS, the County has identified procedures for the administration of the Community
Development Block Grant Program within Royal Oak Township; and
WHEREAS, the County has identified approvable projects for implementation within
the Township; and
WHEREAS, the Township Board has concurred on the procedures for administration and
approvable projects for implementation.
NOW THEREFORE BE IT RESOLVED that the Community Development Division be authorized
to allocate $108,600.00 to the Township of Royal Oak for the following activities:
Demolition - $28,600.00, Public Services - $34,000.00 , Rehabilitation of Senior
Center - $36,000.00, and Contingency - $10,000.00.

the foregoing resolution.
Procedures
For the Administration
of the
Community Development Block Grant Program
in Royal Oak Township
1982-83 Program Year
Conditions:
On August 13, 1982, the Department of Housing and Urban Development approved the
1982 Oakland County Community Development Block Grant Program. The grant was
amended to include a special contract condition that affects the obligation and
expenditures of FY-82 funds in the Township of Royal Oak. The special condition
states:
"Notwithstanding any other provision of this Grant Agreement, the
County of Oakland shall not permit the Township of Royal Oak, a
participating jurisdiction within the County, to directly adminis-
ter any funds provided under this Grant Agreement. The Department
has found, pursuant to the determinations required at Section 570.
909(h), that the Township of Royal Oak lacks continuing capacity
to carry out program activities, The County may expend funds
within the Township provided the administration of such funds is
handled directly by the County. Failure of the County to comply
with this condition shall be course for a reduction of the FY-1983
amount by $128,000." _
The grant agreement was executed on August 24, 1982 and returned to the Department
of Housing and Urban Development.
Procedures:
In keeping with the condition placed on the grant agreement the County proposes
that the following procedures be followed for implementation of the 1982-83 Royal
Oak Township Community Development Block Grant Program.
1982-83 Approved Activity Procedure:
DEMOLITION - This project consists of the demolition of condemned privately owned
residential structures. Royal Oak Township has adopted an ordinance
that gives the Township authority to demolish homes that have been
condemned. Public hearings have been held and those property owners
affected have been properly notified of the condemnation and demo-
lition procedures. County staff will work With Township attorneys
in the implementation of this project. The entire procedure will
be reviewed by County Corporation Counsel prior to the actual demo-
lition. County staff will write the specifications, have sealed
bids submitted to the County office ) select the best bid and pre-
sent the information to the Township Board for approval. County

staff will prepare a standard contract to be executed. by Township
officials and the contractor. Payment for the completed work will
be made by. the County direct to the contractor and the Township
will receive evidence of the payment. The final inspection will
be done by the Township Building Department in conjunction with
County staff.
PUBLIC
SERVICES - This project involves the improvement of support serviees for Pearl
Wright Senior Center. This center provides the following services:
hot meals at the center, meals delivered to the disabled in their
homes, health care, transportation to area hospitals for treatment,
pick up and distribute food stuffs that are donated to the center,
pick up and distribute items of furniture for local residents and
numerous other public service activities.
This activity includes payment for the services of two (2) drivers,
one (1) full-time clerical position and part-time pay for the Director
(3 hours daily) for a nine month period.
The County Community Development Division will contract with OLHSA
to issue payroll checks to. the employees. • OLUSA is the disbursing
agency for all funds received by the Center and this will be a con-
tinuation of past efforts by the agency. Payroll checks willbe paid
directly to the employees.
Time sheets will be submitted by the Center staff . to the County which
will include: date, number of hours worked, rate per hour, list of
fringe benefits paid and amounts and type of work that was performed.
REHABILITATION
OF SENIOR .
CENTER - This activity involves the rehabilitation of the existing senior
citizen center. The County will advise and provide a written meth-
odology to the Township on the proper selection of an engineer or
consulting firm. The Township Board will notify the County of the
selected engineer or consulting firm, cost for services, the method
of selection of the firm and the function during the project. The
County will have the right to reject the selected firm.
The County will work directly with the firm on the bidding of the
project, the news media to be utilized in advertising for bids, etc.
Once the low bid is selected by the County, the Township _Board will
approve the bid and supply the County a resolution authorizing the
approval of the contractor selection. All contracts will be between
the Township and the contractor.
The County will process payment for work completed after inspection
by the County and once the inspection report certifies that the pay-
ment request is valid. Payments will be made by the County directly

to the contractors and evidence of payment will be sent to the
Township. The County will be responsible for the implementation
of all Department of Labor Standards,
HOUSING
REHABILI- County staff will perform this task direct with the applicant with
TATION no involvement of Township officials.
Applications for the Home Improvement Program will be available at
the Township and County offices. Township and County Community
Development staff will assist the homeowner in the application proc-
ess which will include evidence of income and other eligibility
requirements. When the application is completed, it will be for-
warded to the County Eligibility Section for eligibility determination.
The County staff will be responsible for the following:
-make an inspection of the property that is to be improved
-do a work write-up
-bid out the work •
-open bids, select contractor
-execute all legal documents
-supervise the construction
-inspect work prior to partial and final payment to contractor
-approve all change orders prior to start of the proposed changes
