RE: SUPPORT OF OLDER AMERICANS ACT--SENIOR COMMUNITY SERVICE EMPLOY-
MENT PROGRAM
To the Oakland County Board of Commissioners
Mr. Chairperson, Ladies, and Gentlemen:
WHEREAS the Oakland Livingston Human Service Agency (OLHSA) and the Area
Agency on Aging I-B (AAA I-B) administer Title V Senior Community Services Employment
Programs (SCSEP) of the Oder Americans Act to citizens of Oakland and Livingston Counties
and the six counties of Region I-B; and
WHEREAS in the State of Michigan, SCSEP programs provide part-time employment
for 1,735 low-income persons aged fifty-five and older who would otherwise have to turn to
welfare and/or other social programs; and
WHEREAS the SCSEP has effectively demonstrated over the past twelve years that
elderly workers can make valuable contributions toward improved services in their communities
as well as improving their own sense of self-worth; and
WHEREAS the United States Congress unanimously agreed to reauthorize the Older
Americans Act, including Title V, through 1984 at the present levels; and
WHEREAS OLHSA and AAA I-B have adopted a joint resolution concurring in
opposition to the proposed elimination of the Older Americans Act Title V Senior Community
Service Employment Program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
supports the objectives of the Older Americans Act Title V Senior Community Service Employment
Program and supports the continuation of this or a similar program at the present funding levels.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners urges the
leadership of Michigan to actively support the continuation of this cost-effective, efficient
program and the employment of senior citizens within the public and private sector.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to all Oakland
County Legislators and the Oakland County Legislative Agent.
Mr. Chairperson, on behalf of the General Government Committee, I move the adoption
of the foregoing resolution.
