IN RE: AWARD OF ARCHITECTURAL SERVICES CONTRACT - LAW ENFORCEMENT
COMPLEX - PHASE 11
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Board of Commissioners adopted Miscellaneous Resolution 81381
on November 19, 1981 which approved the Consent Judgment relating to changes to
be made at the Law Enforcement Complex; and
WHEREAS the Consent Judgment, in part, calls for the enclosing of an
existing outside courtyard to an inside area that is heated and equipped for
use as an indoor exercise area; and
WHEREAS in conformance with Miscellaneous Resolution 7488, dated March 18, 1976,
which provides for the method of selection of architects and engineers, an Architectural
Selection Committee evaluated fifty (50) architectural firms for the project; and
WHEREAS upon recommendation of the Selection Committee, your Planning
and Building Committee hereby recommends the retention of the firm of Giffels
Associates of Southfield.
NOW THEREFORE BE IT RESOLVED that the architectural services contract
be awarded to Giffels Associates in an amount not to exceed $40,000 and that the
Chairperson of the Board of Commissioners be and is hereby authorized to execute
the agreement with this firm on behalf of the County°
BE IT FURTHER RESOLVED that when the final design phase of this
project has been presented to and approved by the Planning and Building Committee,
the Department of Central Services be and is hereby authorized to receive bids
for the Phase II remodeling of the Law Enforcement Complex and a report thereon
be made to this Board after receipt and tabulation of such bids.
Mr. Chairperson, on behalf of the Planning and Building Committee, 1
move the adoption of the foregoing resolution.

REPORT OF ARCHITECTURAL SELECTION COMMITTEE
Presented to the Planning
and Building Committee
on April 22, 1982
On January 28, 1982, a proposal was made to this Committee regarding the
implementation of Article IX, EXERCISE, of the Consent Judgment. In accordance
with the approval received from the Committee, an advertisement soliciting
interested architectural firms was placed in the Oakland Press, the Michigan
Chronicle, the Detroit News, and the Michigan Contractor & Builder.
The response to the ad was overwhelming. The Selection Committee, which
consisted of Karl Greimel, Bert Jackson, Carl Matheny, and Don Malinowski, met
several times to successively reduce the number of firms from over 100, to 50, to
25, to 13, and finally to 6. These six were deemed by the Selection Committee to
be the most qualified to provide the architectural services required in designing
an indoor exercise yard in the existing County Jail.
On March 30, interviews were conducted with these six firms. Presentations
were made by Giffels Associates; Coquillard/Dolgner/Dundoniand Argenta; TMP
Associates; Harley, Ellington, Pierce, Yee Associates; Kenneth Neumann &
Associates; and John Dziurman Associates, As a result of those interviews, the
Selection Committee decided that Giffels Associates could best provide the
services.
Meetings were then held with Giffels Associates to negotiate a fee. The
results of those negotiations are contained in the letter from Giffels Associates
dated April 12, 1982, and attached to this report. Funding for architectural
services is available in the Jail Modifications line item of the 1982 Capital
Improvement Program. The selection process and the negotiations were conducted
in accordance with Resolution 7488 dated March 18, 1976.
At this time, it is being recommended that a contract, with the terms as
outlined in the attached letter, be awarded to Giffels Associates. It is further
recommended that, if the contract award is made, the Selection Committee be
discharged and that the Planning & Building Committee's thanks be relayed to Karl
Griemel for the time and effort he donated to the process.
Finally, again assuming an award for architectural services is made, it is
being requested that approval be given to advertise for construction bids,
receive bids, and report thereon. Prior to advertising for construction bids,
two presentations will be made to this Committee: one at the completion of the
preliminary design phase and one at the completion of the final design. Cost
estimates and a model of the proposed construction will be presented for this
Committee's review.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution #82106 and finds an amount not to exceed $40,000,
for Architectural Services, available in the 1982 Capital Improvement Plan -
Building Section.
Further that no additional funds for said project be allocated until
review and approval of the Planning and Building Committee.
