Lanni, Chairperson RE: TORNADO WARNING SYSTEM EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution Numbers 7865, 7971, and 8664 accepted federal grants to defray a portion of the costs in purchasing sirens to be utilized within the Oakland County Tornado Warning System; and WHEREAS, the City of Novi, per the attached Purchase Agreement has requested to participate in the Siren System; and WHEREAS, the City of Novi has agreed to pay seventy-five percent of the total estimated cost of one siren; and WHEREAS, consistent with the attached agreement, the City of Novi agrees that Oakland County will retain ownership of any sirens and will be responsible for the maintenance and the electrical costs of said sirens purchased under this agreement; and WHEREAS, the County share of the cost will remain at twenty-five percent as has been the policy previously established by the Board of Commissioners per Miscellaneous Resolution Numbers 7865, 7971, 8664, 9409, 81031, 81238, and 81351. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $2,652,64 consistent with the attached budget as Oakland County's match. BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon the execution of the attached written agreement between the County and the City of Novi. BE IT FURTHER RESOLVED that the County Executive be and is hereby authorized to execute said agreement, BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee by the Manager of the Emergency Medical Services and Disaster Control Division and to the balance of the members of the Board of Commissioners. Authorizedl Municipalilty PURCHASE AGREEMENT THIS AGREEMENT, entered into this q /tL,... day of - 144 between the COUNTY OF OAKLAND, a Michigan Constitutional Corporation, hereinafter called "County," and the I , hereinafter called "Municipality;" WHEREAS, the County has established a centrally activated tornado warning system; and WHEREAS, the Municipality desires to become a part of such S ystem, NOW THEREFORE in consideration of the sum of (U. 6 S-) to be paid by the Municipality to the County, the County agrees to install ( I ) siren(s) within the Municipality at locations to be designated by the Municipality. Said sum to be paid within thirty days (30) after installation and successful testing of equipment. IT IS FURTHER AGREED AND UNDERSTOOD that the maintenance and electrical costs of the siren(s) shall be borne by the County. This agreement and costs shown are subject to change depending upon -Selection of siren location by the Municipality, bid costs, inflationary _trends, and the availability . of Federal matching funds (fifty percent of the cost of the siren(s) purchased and installation). In the event that the Municipality desires relocation of the siren, all costs associated with such relocation will be the responsibility of the Municipality. Local activation capability will be at the option and expense of the Municipality. County Executive FISCAL NOTE BY: FINANCE COMMITTEE, G. WILLIAM CADDELL, CHAIRPERSON IN RE: MISCELLANEOUS RESOLUTION #82109 - TORNADO WARNING SYSTEM EXPANSION - CITY OF NOVI TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution 482109 and finds: 1) The City of Novi has requested County participation in the Purchase of one (1) Tornado Siren, 2) The estimated cost of the Siren is $10,610, of which $2,632 (25%) is County share and $7,958 (75%) is the City of Novi's share, 3) That $2,652 is available in the 1982 Contingency Account for said purpose. The Board of Commissioners appropriates $2,652, the County portion, from the 1982 Contingency Account and transfers said funds to the 1982 Disaster Control Unit llneLitem for Capital Outlay. 7--FINANCE COMMITTEE-,- #82109 May 6, 1982 Moved by Lanni supported by Calandro the resolution be adopted.
