Gabler, Jr., Chairperson in re: Support of Substitute for House Bin #4150 (H-2) R-1, Amendment to School Code Dealing with the Collection of School Property Taxes TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS Substitute for House Bill #4150 (H-2) R-1 would amend the school code to give local and intermediate school districts the option of collecting taxes themselves in the summer or of requesting county treasurers to do it for them in the event that cities and townships refuse; and WHEREAS many small cities and most townships have consistently refused to collect school taxes in the summer, which has worked in combination with the state aid formula to force an alarmingly large number of school districts to borrow money so that they can open in the Fall; and WHEREAS estimates are that in fiscal 1981-82 Michigan school districts will borrow approximately $650 million against anticipated property tax revenue and will pay about $80 million in interest; and WHEREAS this legislation would provide a solution to this problem by assuring that summer tax collection would be made and that school districts, which do not perform the collection themselves, would reimburse the city, town- ship or county treasurer for the entire cost of the summer collection, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners goes on record as supporting House Bill #4150 (H-2) R-1. BE IT FURTHER RESOLVED that copies of this resolution be sent to Oakland County's legislative representatives in Lansing and the legislative agent. MR.
