Lanni, Chairperson TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution Numbers 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the attached Request for Proposal and Score Sheet is recommended to ascertain and to score proposal applications from potential Classroom Training delivery agents for Fiscal Year 1983; and the funds to cover the expenditures for acceptable Classroom Training programs is contingent upon allocation of funds from the Department of Tabor; and WHEREAS the Prime Sponsor recommends that the proposals be issued during the month of June; and WHEREAS the Prime Sponsor will review each application, assess program merit and make recommendations for class selection to the Employment and Training Council and to the Public Services Committee; and WHEREAS the Employment and Training Council on 05/18/82 recommended approval of this resolution by unanimous vote. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the attached Request for Proposal and Score Sheet for the purpose of ascertaining Classroom Training bids for Fiscal Year 1983. Mt. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES ODMMMEE DESCRIPTION PAGE NO, CLASSROOM TRAINTNE4 RIP SPECIFICATIONS I. PURPOSE The County of Oakland's Employment and Training Administration is currently acceptineproposals from potential delivery agencies to provide Classroom Training services for Fiscal Year 1983. II, OCCUPATIONAL TRAINING To provide vocational training in an institutional setting whereby program participants can receive the necessary occupational skills to become employable in the field or related field for which trained, and to provide placement assistance upon completion of the program. Request for Proposals are restricted to institutions licensed by the State of Michigan to provide the training proposed and the training site must be located in Oakland County or if the agency is in an adjacent county, it will be considered only if an agency within Oakland. County is not available. The occupational areas currently being considered, but not limited to, are.: Electronics Machine Tool Welding Word Processing Drafting Account Clerk Court Reporter Robotics Cable Television Bookkeeper Dental Technician/Assistant Computer Programmer/Technician/Operator Medical Assistant/Secretary Secretarial Clerk Typist Diesel/Auto/Propane Mechanics Licensed Practical Nurse Hospital Pharmacy Technician ITI, NON-OCCUPATIONAL TRAINING To provide- remedial education or employability skills to enable program participants to obtain the necessary basic skills to ascertain employment or to ascertain the basic entry skills for entry into other funded programs, i.e., Occupational Classroom Training or On-The-Job Training. The areas being considered are: Bilingual Employability Skills PreVocational Or Remedial IV. PARTICIPANT ELIGIBILITY REQUIREMENTS . 1. A resident of Oakland County, and 2. Economically Disadvantaged, and 3. Unemployed,- Underemployed, or in school SECTION 1 DESCPIPTIO CLASSROOH. TrITNINC: REP SPECIFICATIONS • POINTS 40 V. ALLOWABLE COST CATEGORIES The charging of Costs is outlined in Appendix D, Administrative Standards and Procedures, Administrative Costs may not exceed 5% of Program dollars (Training 4 Services). Services costs may not exceed 15% of total program dollars, Should the offeror desire to charge on a tuition cost basis, the total cost must be charged to the TRAINING cost category and cannot be more than that which is charged to a regular paying student. VT. PARTICIPANT ALLOWANCES A. Incentive Allowance Thirty dollars ($30.00) per week is to be paid to all participants receiving Aid to Families of Dependent Children (AFDC) or Supplemental Security Income (SST) or General Assistance (GA), plus two dollars ($2.00) per day transportation for each day of attendance. B. Basic Allowance All participants not receiving AFDC, GA, or SSI are to receive the minimum hourly wage prescribed by State multiplied by number of hours during which the participants attend, less any unemployment or other requited deductions. Additional allowances include two dollars ($2.00) per day transportation for each day of actual attendance and dependent(s) allowance if eligible. VII. SOURCE SELECTION CRITERIA (Scoring of Proposal) FACTORS A. Need 1. Effectiveness on previous Classroom Training services provide& 2. The program description adequate and complete. c. Curriculum schedule well described and reasonable. d. Performance objectives complete, clearly defined and measureable. e. Selection criteria for participants is reasonable. f. Availability and adequate tutoring assistance to be provided. g. School policies provided, well defined and reasonable. h. Description of placement services adequate and well defined. i. Number of weeks and hours sufficient and reasonable. j. Reasonableness of total cost, cost per enrollee and cost per hour. VIII. PROPOSAL A. Program Narrative Provide a narrative description of the services to be delivered. Number each page of the narrative and indicate the appropriate subject topics This section is to include the following information. 1. The identification of the offeror and the training site location. 2. State the specific occupational Classroom Training program the offeror plans to provide. 3. State the Occupational Michigan Employment Security Commission nine digit D.O.T. Code and general description of the program. 4. Provide an outline of the curriculum delineating hours and a brief description of each course. S. State the specific skill attainments expected of the students during various intervals of the course and what methodology shall be used to measure student performance. 6, indicate the participant selection criteria: a. If a written test, indicate type of test and minimum acceptable score. b. If a skill test, (typing, dexterity, etc.) indicate expectations for acceptance. c. Indicate what minimum math and/or reading level required. d. Indicate required minimum academic grade level. e. Indicate recruitment efforts. 7. Describe what tutoring services shall be used to assist students that are not performing satisfactorily. 8. Indicate the student attendance policy; conduct codes and grievance procedures. 9. Describe what placement services shall be provided to assist the student to obtain placement upon completion of Classroom Training services and projected employers that students will be referred. 10. If the delivery agent has previously contracted with this Prime Sponsor to provide Classroom Training in the proposed area of training, and the average positive placement for the past two years is less than 50%, the maximum number of slots may not exceed ten (10), 2, If the agency has not previously subcontracted with this Prime Sponsor for the proposed area of training, the maximum number of slots may not exceed twenty five (25). 3. If the proposed area of training is for Occupational Classroom Training services: a) all public schools must be licensed by the State of Michigan Department of Education b) all private schools and community based organizations must be licensed by the Michigan Department of Education or if applicable, the Michigan Department of State 4. If the delivery agencies proposed training site is located in one of the adjacent counties, the program may only be considered if an agency within Oakland County is not available to provide the specific training or if the agency is willing to relocate in Oakland County.
