Lanni, Chairperson IN RE: TITLE rv-c SUMER YOUTH DIPLOYHENT PROGRAM (SYEP) SUDRECIPIENT EVALUATION - CRITERIA AND ALLOCATION FORMULA TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS M. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive EMployment and Training Act Amendments of 1978; and WHEREAS the Oakland. County Board of Commissioners by Miscellaneous Resolution No, 82116 approved the FY 1982 Title IV-C Summer Youth EMployment Program allocation; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 82116 also approved the FY 1982 Title rv-c SYEP subrecipients and their allo- cations; and . WHEREAS prudent programmnagement dictates that these sUhrecipients' per- formance be evaluated; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 82116 resolved that the FY 1982 Title rv-c SYEP subrecipient performance evaluation criteria include expenditure rates, placement rates-, and return to school; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 82116 also resolved that FY 1983 Title IV-C SYEP subrecipient allocations be based, in part, on performance; and WHEREAS, on May 18, 1982, the Employment and Training Council recommended, by unanimous vote, FY 1982 Title TV-C SYEP subrecipient evaluation criteria delineated in Section X of the SYEP Statement of Work (Attachment A); and WHEREAS, on May 18, 1982, the Employment and Training Council recommended, by unanimous vote, the FY 1983 Title rv-c SYEP subrecipient allocation formula delineated in Section X1 of the-5YEP Statement of Work (Attachment A), NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the FY 1982 Title rv-c SYEP subrecipient evaluation criteria delineated in Section X of the SYEP Statement of Work (Attachment AL BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approves the FY 1983 Title rv-c SYEP subrecipient allocation formula delineated in Section NI of the SYEP Statement of Work (Attachment A), BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Committee and the Oakland County Ward of Commissioners. Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES COMMITTEE Attachment A X. Evaluation Subrecipients will be officially evaluated after the program concludes. The evalu- ation will be based on cumulative data and will consist of a written report, which will be sent to and discussed with the subrecipient. The subrecipient will he evaluated on the following criteria: Points 50 25 25 100 1. Expenditure Rate 2. Return to or Continue in Full-Time School/ Transfer to Another Youth Program Rate 3. Unsubsidized Employment Placement Rate 1. Expenditure Rate - The subrecipient's actual participant wage and fringe benefit expenditures (as recorded on the final, approved reimbursement request) will be compared to its planned participant wage and fringe benefit expenditures (as recorded on its Appropriation Planned Expendi- ture Summary). Points will be awarded according to the following scale: 50 points 45 points 30 points - Actual participant wage and fringe benefit expenditures equal at least 95% of planned participant wage and fringe benefit ex- penditures. - Actual participant wage and fringe benefit expenditures equal at least 90-94% of planned participant wage and fringe bene- fit expenditures. - Actual participant wage and fringe benefit expenditures equal at least 85-89% of Planned participant wage and fringe bene- fit expenditures. 2. Return to or Continue in Tull-Time School.. /Transfer to Another Youth Program Rate - This criterion reflects the percentage of participants who, at the time of their termination, 1.) return to or continue in a full-time elementary, secondary, or post secondary school or 2.) trans- fer to another Oakland County CETA Youth Program. This data will be compiled by and obtained from the recipient's Central Records Unit and the subrecipient will be measured according to the following scale: - At least 30% of the terminated participants returned to school, continued in school, or transferred to another CETA youth program. - 25-29% of the terminated participants re- turned to school continued in school, or transferred to another CETA youth program. - 20-24% of the terminated participants re- turned to school, continued in school, or transfdrred to another CETA youth _program 15-19% of the terminated participants re- turned to school, continued in school, or transferred to another CETA youth program, -7- 25 points 20 points 10 points 5 points - 3. Unsubsidized Employment Rate - This criterion reflects the percentage of participants who, at the time of their termination, are placed in =sub- sidized employment. (Placement means the act of securing unsubsidized employment for or by a participant. Unsubsidized employment means em- ployment not financed from funds provided under the Act.) Additionally, subrecipients which transfer, by December 30, 1982, minority participants to either an Oakland County Prime Sponsor on-the-job training or occupational skill training program will receive credit for an unsub- sidized employment placement if one of the following two conditions is met: 1. The participant, at the time of his/her transfer, is enrolled In SYEP. 2. The sartici•aat was transferred from SYEP to (and is enrolled in) another Oakland Count/I=LIalltLaaa=t_the time of his/her transfer into an on-the-job training or occupational skill training program. Such a transfer, in other words, will count as a placement; a subrecipient, then, which places 30 participants in unsubsidized employment and trans- fers an additional 30 minority participants in occupational skill training or OJT will receiVe credit for 60 placements. The above data will be compiled by and obtained from the recipient's Central Records Unit and the subrecipient will be measured according to the following scale: 25 points 20 points 10 points 5 points - At least 20% of the terminated participants were placed in =subsidized employment. - 15-19% of the terminated participants were placed in =subsidized employment. - 10-14% of the terminated participants were placed in unsubsidized employment. - 5-9% of the terminated participants were placed in =subsidized employment. 4. Points from each criterion will be totaled, after which the subrecipient will be assigned to one of four categories: 100-90 points = Excellent 89-80 points = Good 79-70 points = Average 69-0 points = Poor XT. FY 1983 Allocation Formula Subrecipient allocations for the 1983 Summer Youth Employment Program will be based on two criteria, need and performance. Seventy-five percent of the SYEP program allocation will be based on the subrecipient's number of unemployed persons in Oakland County. The remaining twenty-five percent of the allocation will be based on the subrecipient's FY 1982 SYEF performance. This performance will be measured according to the criteria and point totals delineated in Section X. A specific breakdown for the allocation formula follows: - 8 - 9 Need: Performance: Expenditure Rate Return to or Continue in Full-Time School/Transfer to Another Youth Program Rate Unsubsidized Employment Placement Rate • 75% 12.50% 6.25% 6.25% 25% Total 100% Attachment B EVALUATION CRITERIA FOR THE FY 1982 SUMMER YOUTH EMPLOYMENT PROGRAM A RATIONALE As the attached resolution indicates, the Oakland County Board of Commissioners, by Resolution No. 82116, decreed that FY 1982 SYEP subrecipient performance will be measured according to expenditure rates, placement rates, and the number of youth who retukn to or continue in school. A rationale for this evaluation criteria follows 1. fnencIlIpre Rate - To impact youth unemployment, a successful program operator must spend its allocation and, in the process, serve a suf- ficient number of Oakland County economically disadvantaged youth. By measuring a subrecipient's p:yrticipant wage and fringe benefit expenditures, the recipient can ascertain if in fact, an appropriate number of youth have participated. 2. Consequently, placement statistics must be measured. Prime Sponsor records, however, reveal that minority participants are placed in much lower numbers than their white counterparts. These records also reveal that participants who en- roll in either on-the-job training or occupational skill training are more likely to secure unsubsidized employment. because they have acquired a specific skill. As part of an overall strategy to improve its minority unsubsidized employment rate, then, the Prime Sponsor will offer placement credit for minority participants who transfer from SYEP to one of these programs. e School Rate - A youth who is grad- his/her employment prospects. in part, reflect the number of remain in or return to school. 3.
