Gosling, Oakland County Commissioner, District #14 IN RE: SUPPORT OF hIJR "BB" To the Oakland County Board of Commissioners Mr. Chairperson, Ladies, and Gentlemen: WHEREAS the State legislature has recently approved a temporary I% increase to the State income tax rate; and WHEREAS such temporary fax increases have historically set a precedent for permanent rote changes; and WHEREAS HJR. "BB", if approved by 2/3 of both bodies of the legislature, would place a constitutional amendment on the November, 1983, ballot to amend Section 7 of Article 9, to wit: EFFECTIVE FOR A STATE INCOME TAX YEAR COMMENCING ON OR AFTER OCTOBER I, 1982, A STATE INCOME TAX SHALL NOT BE IMPOSED AGAINST AN INDIVIDUAL AT A RATE OF MORE THAN 4,6% OF THE INDIVIDUAL'S TAXABLE INCOME UNLESS A RATE IN EXCESS OF THIS LIMITATION IS APPROVED BY A MAJORITY OF THE QUALIFIED ELECTORS OF THIS STATE VOTING ON THE QUESTION ; and WHEREAS it is unconscionable to attempt to solve the States budgetary problems by continually increasing taxes, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby supports the passage of HJR "BB" and strongly urges the State legislature to adopt this legislation immediately. BE IT FURTHER RESOLVED that certified copies of this resolution be forwarded to all Oakland County legislators, the Governor, members of the House Taxation Committee, and our Legislative Agent.
