Lanni, Chairperson RE: TORNADO WARNING SYSTEM EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution Number 7865, 7971, and 8664 accepted federal grants to defray a portion of the costs in purchasing sirens to be utilized within the Oakland County Tornado Warning System; and WHEREAS, the Township of Highland, per the attached Purchase Agreement, has requested to participate in the Siren System; and WHEREAS, the Township of Highland has agreed to pay seventy-five percent of the total estimated cost on one siren; and WHEREAS, consistent with the attached agreement, the Township of Highland agrees that Oakland County will retain ownership of any sirens and will be responsible for the maintenance and the electrical costs for said sirens purchased under this agreement; and WHEREAS, the County share of the cost will remain at twenty-five percent as has been the policy previously established by the Board of Commissioners per Miscellaneous Resolution Numbers 7865, 7971, 8664 and 9409. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $2,558.68 consistent with the attached budget as Oakland County's match. BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon the execution of the attached written agreement between the County and the Township of Highland. BE IT FURTHER RESOLVED that the County Executive be and is hereby authorized to execute said agreement. BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee by the Manager of the Emergency Medical Services and Disaster Control Division and to the balance of the members of the Board of Commissioners. COunty Exetttive ./) PURCHASE AGREEMENT THIS AGREEMENT, entered into this 24th day of . May , 1982, between the COUNTY OF OAKLAND, a Michigan Constitutional Corporation, hereinafter called "County," and Township of Highland , hereinafter called "Municipality;" WHEREAS, the County has established a centrally activated tornadd warning system; and WHEREAS, the Muncipality desires to become a part of such the system, NOW THEREFORE in consideration of the sum of Seven Thousand, Six Hundred Sevent ,676.06 ) to be paid by the Municipality to the County, the County agrees to install one ( 1 ) siren(s) within the Municipality at locations to be designated by the Municipality. Said sum to be paid within thirty days (30) after installation and successful testing of equipment. ITIS FURTHER AGREED AND UNDERSTOOD that the maintenance and electrical costs of the siren(S) shall be borne by the County. This agreement and costs shown are subject to change depending upon selection of siren location by the Municipality, bid costs, inflationary trends, and the availability of Federal matching funds (fifty percent of the cost of the siren(s) purchased and installation). Local activation capability will be at the option and expense of the Municipality.
