IN RE: COMMUNITY DEVELOPMENT FAIR HOUSING TRAINING AND INFORMATION AGREEMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, persons who feel they have been discriminated against in their
search for housing may apply to governmental units or social and human service
agencies to obtain information and assistance in resolution of their perceived
housing discriminatory treatment; and
WHEREAS, staff members of such agencies can be of assistance to citizens
by serving as an information and referral resource; and
WHEREAS, it would be helpful to all persons to be knowledgeable on fair
housing laws; and
WHEREAS, the County as a recipient of Community Development funds must
provide assurance that it will take those actions necessary to affirmatively
further fair housing in the sale or rental of housing, the financing of housing,
and the provision of brokerage services; and
WHEREAS, the Fair Housing Center has developed a fair housing training pro-
gram in cooperation with the Michigan Civil Rights Commission and the Department
of Housing and Urban Development; and
WHEREAS, the Fair Housing Center has conducted in the past a training pro-
gram in an efficient and professional manner under contract with Oakland County;
and
WHEREAS, the Oakland County Community Development Advisory Council has
recommended implementation of the proposed Fair Housing program; and
WHEREAS, this activity is a recommended and eligible expenditure of Community
Development funds and funds are currently available from unexpended prior year
allocations.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize the Chairman of the Board of Commissioners to execute the necessary
documentation with the Fair Housing Center for the implementation of a fair
housing training, referral and informational program to be completed within a
twelve (12) month period at a cost not to exceed $12,000.
Mr. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.
AGREEMENT BETWEEN COUNTY OF OAKLAND AND FAIR OUSING CENTER
THIS AGREEMENT is made by and between the County of Oakland, a Michigan Constitutional
Corporation, (hereinafter called the "County"), and the Fair Housing Center (herein-
after called the "Agency").
I. The County hereby contracts to provide financial support to the Agency for the
development and provision of an Intake and Referral Training Program, Informa-
tional/Educational Program and Resource Development Program to assist in
handling complaints of discrimination in housing.- The activities to be carried
out, the amount of County financial support, the expenditure plan of the Agency
and the method of payment for the duration of the Agreement are described in
Attachments A and B, which are attached hereto and incorporated herein. Any
amendments to this Agreement must be approved by the County and the Agency.
Letters of Agreement giving specifications of such amendments shall be added
to this Agreement as additional attachments and shall become a binding part
thereof.
II. The Agency Agrees:
A. To provide services as designated in Attachment A.
B. To furnish the County such statistical information on services provided
at such times and in such manner as may be required so an evaluation of
services rendered may be made.
C. To permit authorized representatives of the County or the Department of
Housing and Urban Development to review program activity and financial
records as may deem necessary for program evaluation or fiscal audit.
D. To hold harmless the County, its principles and staff, from any liability
for any loss or damage to any person or property arising out of or in any
way related to the services of the Agency.
III, The County Agrees:
A. To provide funds as stipulated in Attachment B in accordance with services
designated in Attachment A.
B. To assist and to encourage participation by appropriate local governmental
and agency staff in the program.
C. To advise the Agency in writing of any alleged violation of the Agreement
or substandard performance and to provide a period of time, to be stipulated
by the County, for compliance or correction of alleged deficiencies and to
provide hearing with the Agency prior to withholding operational funds.
IV. Both Parties Agree:
A. That no person shall be denied services on the basis of race, creed, sex
or national origin.

B. That there will be no discrimination against any employee or applicant
for employment with respect to tenure, terms, conditions or privileges
of employment regardless of race, color, creed, sex or national origin.
C. That the Federal government, represented by the U.S. Department of
Housing and Urban Development, is not a party hereto, and that no legal
liability on the part of the Federal government is implied under the
terms and conditions of this Agreement.
D. That agreement may be terminated by either party upon thirty (30) days
written notice and justification for termination.

OAKLAND COUNTY - ATTACHMENT A - DESCRIPTION OF SERVICES
FAIR HOUSING CENTER July 1, 1982 to June 30, 1983
AGENCY PERIOD COVERED
I. The Fair Housing Center will provide a training program that can be utilized
by employees of local units of government in handling complaints of discrim-
ination in housing. That process will be conveyed to employees in the following
training program:
A four (4) hour training session for employees (including city
managers, township supervisors, office managers, community de-
velopment directors and initial intake personnel) of the County
and of new local communities that receive HUD Community Development
funds through Oakland County. There will be a minimum of four (4)
training sessions to be conducted at regional sites so that local
units of government may send employees to the most convenient
location.
The Intake/Referral Training Program will provide the employees with basic
information about local, state and federal fair housing laws; procedures on
how to receive and record complaints; referral resources on where and how to
refer complaints; procedures on how to follow-up complaints to insure that the
complaint has been satisfactorily resolved. This initial training program will
describe the investigation process but will not train employees to do the in-
vestigation or to be directly involved in the conciliation or resolution of the
complaint.
In preparation for the training program the Fair Housing Center will make pre-
training visits to each of the agencies involved in the program to orientate
supervisory personnel; review past fair housing actions; discuss other affirma-
tive fair housing alternatives; assess training needs and help the agency identify
key employees to be involved in the training.
The Fair Housing Center will then develop the training program, provide materials,
schedule and conduct the training programs.
Following the training programs, the Fair Housing Center will conduct site-visits
to each community to meet with trained personnel; review the effectiveness of
the training program; and work out any specific problems that may have developed.
As part of the training program, the Fair Housing Center will provide information
on a regular basis to the participants in this program concerning useful and
effective fair housing actions.
In addition, the Fair Housing Center will utilize audio-visual materials in
providing information on fair housing laws, housing opportunities and services
available to homeseekers.
II. The Fair Housing Center will provide follow-up activities to local partici-
pating community development municipalities and social and human service
agencies that received intake/refferal training during 1979-81. Consultation
and informational services, FHC newsletters and brochures will be provided to
officials, employees and citizens for the 12 month period.
III. The Fair Housing Center staff will develop support (including financial support)
from major employers and businesses in Oakland County to continue services to
local communities and their citizens. Fair Housing Center staff will identify
key contact personnel in firms and businesses for support discussions, prepare
publicity materials and approved conduct support discussions. Publicity pack-
ages will be reviewed by Community Development staff prior to contracts with
businesses.
IV. The Fair Housing Center will design a Public Information/Education Program
utilizing the Fair Housing Center video tapes for civic groups and community
organizations. The program will focus on key groups that include low and mod-
erate income citizens, minorities and senior citizens. Program design will be
reviewed by Community Development staff.
V. The Fair Housing Center will prepare monthly progress reports and a concluding
evaluatory report on the total program for the County.

AGENCY PERIOD COVERED
The County recognizes a total budget not to exceed $12,000 for the contracted
services described in Attachment A.
The method of disbursement of allocated funds which will include salaries, fringe
benefits, office rent, office supplies, travel expense, educational materials,
professional contractual fees, and other related costs directly attributable, or
charged on a pro-rated basis, will be as follows:
1. Expenditures are to be made in accordance with the program proposal submitted
by the Agency.
.2. A monthly statement of expenditures will be submitted by the Agency to the
County within ten (10) days after the end of the month.
3. The County will approve and authorize for payment expenditures which are in
accordance with the program proposal up to a maximum of $12,000. Payment
shall be made for approved expenditures no later than 20 days following
receipt of the monthly statement.
