Lanni, Chairperson IN RE: COMMUNITY DEVELOPMENT DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT DEMONSTRATION PROGRAM AGREEMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, Oakland County has been invited to submit an application for participation ia the Department of Housing and Urban Development Demonstration Program; and WHEREAS, the Demonstration Program is designed to assist local governments in developing the capacity to administer streamlined, cost-effective rental property rehabilitation programs as part of the overall community development and revitalization strategy; and WHEREAS, the Demonstration Program will prepare local governments for the admin- istration of the proposed Federal Rental Rehabilitation Program in Fiscal Year 1983; and WHEREAS, the Department of Housing and Urban Development will provide technical assistance to local communities and Section 8 Existing Housing certificates; and WHEREAS, the Community Development Department has allocated $210,000.00 from the 1980 Community Development budget for a pilot rental rehabilitation program; and WHEREAS, participation in the Demonstration Program will compliment the County's Home Improvement Program; and WHEREAS, participation in the Demonstration Program was approved unanimously by the Housing Programs subcommittee, a branch of the Community Development Housing Council. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize the County Executive to sign and file an application for the Department of Housing and Urban Development Demonstration Program, in accordance with the attached application summary. BE IT FURTHER RESOLVED that the guidelines for citizen participation in this program be submitted to the Community Development Advisory Council and the Board of Commissioners prior to implementation. Lanni, Chairperson, moves the adoption of the foregoing resolution, PUBLIC SERVICES COMMITTEE SUMMARY DEPARTMENT OF HOUSING AND 'URBAN DEVELOPMENT DEMONSTRATION PROGRAM The Department of Housing and Urban Development has invited Oakland County to submit an application for participation in the Rental Rehabilitation Demonstration Program. This activity is a preparation for a Federal Fiscal 1983 program which addresses the need to upgrade rental properties, The County's application to the HUD Demonstration and operation of a pilot rehabilitation activity will expand the County's capacity to carry out the 1983 Rental Rehabilitation Program. Specific objectives of the Demonstration include: a. Increasing the availability of affordable rental units. b, Developing effective strategies to leverage private financing for rehabilitating small rental properties. c. Increasing incentives for property owners to provide strong manage- ment and long term maintenance. Specific information to be included in the application submittal is a two-page narrative identifying why a rental rehabilitation program is appropriate for the Community a brief description on the recommended administration of the Program a brief description of past rehabilitation activity within the Community A total of $210,000 Will be allocated to the program for a one year period. Thefunding will be provided from the 1980-81 Oakland County Community Develop- ment Block Grant Program. Project financing will be carried out in a 507 mix of public to private funds. The Department of Housing and Urban Develop- ment will provide technical assistance and Section 8 Existing Certificates to the County. #82203 July 1, 1982 Moved by Lanni supported by Moffitt the resOiution be adopted.
