Lanni, Chairperson IN RE: APPROVAL OF REQUEST FOR PROPOSAL FORMATS FOR ON-TIE-JOB TRAINING/ DIRECT PLACEMENT TO THE OAKLAND CCUNTY BOARD OF COMMISSIMERS Mr. Chairperson, Ladies and Gentlemen: • WHEREAS, the Oakland County Board of Cbmmissioners by Miscellaneous Resolution Nos. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U. S. Department of abiZIwr to administer the provisions of the Comprehensive EMployment and Training Act of 1973 and the Cbmprehensive Etployment and Training Act Amendments of 1978; and WHEREAS, the attached Requests for Proposal are designed to solicit bids from subcontractors who will conduct Job Development and/or Direct Placement prugram activities as outlined; and WHEREAS, the Prime Sponsor staff will review all bids received, rank and make recommendations to a final selection committee; and WHEREAS, a final selection committee will make recommendations to award a contract(s); and WHEREAS, the EMployment and Training Council has reviewed the Request for Proposal fonnats and voted Unanimously to recommend approval by the Oakland County Board of Commissioners to solicit bids fram potential subcontractors. NON 1mw01.4DRE BE IT RESOLVED that the Oakland County Board of Cbmmissioners approve the Request for Proposal formats in accordance with the attached outlines. BE IT FURTHER RESOLVED that all bids generated by these Request for Proposals be submitted to the Oakland County Board of Commissioners for approval before any contract is awarded. Number of participants served/positively placed. Approach 25 points 1. Location of services and applicant accessibility. 2. Participant services offered. 3. Employer resources. 4. Overall program content and implementation. D. Cost 10 points 1. Total cost of program. 2. Number of participants to be served and cost per participant. 3. DIRECT PLACEMENT 'SECTION I. STATEMENT OF PURPOSE This Request for Proposal is designed to solicit proposals from qualified organizations to conduct Direct Placement activities. The intention of Direct Placement activities is to place unemployed economically disadvantaged individuals in unsubsidized jobs with private employers. In addition to placement, the Sub-Recipient shall be responsible for 90-day follow-up of all individuals covered under this activity, and for submitting such reports as are deemed necessary by the Prime Sponsor. PROGRAM OBJECTIVES AND PROGRAM PERFORMANCE Sub-Recipients will be evaluated on enrollments and terminations. In the event the Sub-Recipient fails to meet their objectives, a corrective action plan will be presented, for review to determine the continuation of the performance contract. IN. MINIMUM REQUIREMENTS A. Must be a local government, public agency, private for profit or private non- profit organization within the County of Oakland. B. Have at least one year of previous experience in job development for the disadvantaged. C. Licensed or registered in accordance with Public Act 299. IV. PROGRAM NARRATIVE A. Provide qualitative and quantitative evidence of need for this type of program in your service area. (See V. A. 1. and 2.) B. State capability of agency to operate the program, including previous experience of the agency in providing a similar job development program and quantitatively indicate the results. (See V. B. I.) C. State experience and background of related staff in working with a similar program. (See V. B. 2.) D. Indicate the number of participants enrolled in Fiscal Year 1982. Of those served indicate the total number terminated into unsubsidized employment. (See V. B. 3.) E. State the method of accessibility to the agency for prospective clients, including the availability of transportation. (See V. C. 1.) F. Indicate outreach efforts for identifying and recruiting potential clients. Specify methods of recruiting and placing targeted population, i.e. Vietnam era veterans, handicapped, minority, ex-offenders and females. (See V. C. 2.) G.
