IN RE: FY 1982 TIDE IV-A YOUTH EMPLOYMENT AND TRAINING PROGRAM MODIFICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions
No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U.S. Department of Labor to administer the provisions of the Comprehensive Employment
and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments
of 1978; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution
No. 82084 approved the FY'82 Title TV-A Youth EMployment and Training Program sub-
recipient allocations; and
WHEREAS the Department of Labor has identified $60,092 in new Title TV-A YETP
unobligated funds; and
WHEREAS an additional maximum of $3,002 has been reserved for Title TV-A YETP
sUbrecipient administration; and
2 AS current subrecipients are able to spend additional Title TV-A YETP
funds due to increased enrollments; and
WHEREAS the Oakland County EMployment and Training Council has reviewed and
recommended this resolution by unanimous vote.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Cbmmissioners
approve an additional $60,092 in Title TV-A YETP subrecipient program funds, thus
increasing the FY'82 subrecipient program total from $1,282,964 to $1,343,056 as
delineated in Attachment A.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approve
an additional $3,002 in Title TV-A YEW subrecipient administration funds, thus
increasing the FY'82 sUhrecipient administration total from S64,143 to $67,145 as
delineated in Attachment A.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approve
to modify FY'82 Title TV-A YETP sUbrecipient allocations in accordance with
Attachment B.
BE IT FURTHER RESOLVED that a written qUarterly report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Commissioners.

*The Title IV-A Youth Employment and Training Program's purpose is to enhance
the job prospects and career opportunities of economically disadvantaged youth,
Additionally, the program will encourage such youth to remain in or return to
school and, ultimately, to secure unsubsidized employment. These basic objec-
tives will be realized by providing participants a qua7Aty work experience at
private or public non-profit agencies. To supplement this work experience,
participants will also receive a variety of transition services, including,
. at a minimum, guidance and counseling, career information and placement. The
program provides a part-time work experience,:. which is known as "Career
Employment Experience", for in-school youth and a full-time .work experience
for out-of-school youth (e.g., dropouts). Over 1,000 economically disadvantaged
youth, ages 16 through 21, are expected to enroll in the program.

Redistribution
A Since Ferndale, Oak Park, Pontiac, and Southfield requested no additional funds, their combined total ($26,919) of the additional money was
redistributed to Berkley, Brandon, Hazel Park, Southwest, Troy, and Waterford. The redistribution was based on each agency's percentage of
the adjusted total, Since °MBA's increase matched its request, the agency was not included in the redistribution.
As a result of Redistribution A, Southwest received $9,249, which is $4,249 above the agency's requested amount ($5,000). The $4,249 was,
therefore, redistributed to Berkley, Brandon, Hazel Park, Troy, and Waterford. The redistribution was based on each agency's percentage of
the adjusted total.
As a result of Redistribution B, Waterford received $9,768, which is $768 above the agency's requested amount ($9,000), The $768 was,
therefore, redistributed to Berkley, Brandon, Hazel Park, and Tray. The redistribution was based on each agency's percentage of the adjusted
