IN RE: FY 1982 TITLE II-ABC STUDENT INTERN WORK EXPERIENCE PROGRAM MODIFICATION
TO TBE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions
NO. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U.S. Department of Labor to administer the provisions of the Comprehensive Employment
and. Training Act of 1973 and the Comprehensive Employment and Training Act Amendments
of 1978; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution
No. 81342 approved the FY'82 Title II-B Student Intern Work Experience Program sub-
recipient allocation; and
WHEREAS there is $146,738 in unobligated Title II-B Work Experience program
funds; and
WHEREAS an additional maximum of $7,335 has been reserved for Title II-B
Student Intern Work Experience subrecipient administration; and
wIor , the current recipients of interns (Oakland County government and
Oakland County school districts) have experienced personnel shortages due to current
financial conditions; and
WHEREAS the program subrecipients, Oakland Community College and Oakland
University, have partially alleviated these shortages by enrolling an additional 31
interns above projected enrollment levels; and
WHEREAS unless additional funding is provided, intern layoffs and hour reductions
may result; and
the FY' 82 Student Intern Work Experience Program second quarter per-
formance resulted in a 55% unsubsidized employment placement rate for interns; and
the Oakland County Employment and Training Council has reviewed and
recommended this resolution by majority vote with one dissension,
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve an additional $146,738 in Title II-B Student Intern Work Experience subrecipient
program funds, thus increasing the EY'82 subrecipient program total from $389,194 to
$535,932 as delineated in Attachment A.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approve
an additional $7,335 in Title II-B Student Intern Work Experience subrecipient admini-
stration funds, thus increasing the FY'82 subrecipient administration total from
$19,460 to $26,795 as delineated in Attachment A.
BE IT FURTHER RESOLVED that the Oakland county Board of Commissioners approve
to modify FY'82 Title II-B Student Intern Work Experience subrecipient allocations in
accordance with Attachment B.
BE IT FURTHER RESOLVED that a written quarterly report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be
and is hereby authorized to execute said modifications,

of the foregoing resolution.

The subrecipients were chosen from a competitive bid process which ranked
offerors according to experience, past performance, service design and
administrative capability.
ATTACHMENT C
The Student Intern Work Experience Program's purpose is to provide
economically disadvantaged, upper class or equivalent status students,
who are in good academic standing at either Oakland Community College
or Oakland University, part-time subsidized employment in Oakland
County government or school districts. The work experience is designed
to complement the academic training of students who are ready to enter
the labor force with actual on-the-job experience in their chosen
vocation. It enables the students to develop the work attitude and
skills needed to compete successfully in the labor market. To supple-
ment their work experience, students receive a variety of ancillary
(supportive) services, including, at a minimum, occupational, edu-
cational and training information, career counseling and placement.
