IN RE: Fiscal Year 1983 On-The-Job Training and Direct Placement Allocations
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Indies and Gentlemen:
WHEREAS, the Oakland County Board of commissioners by Miscellaneous
Resolution No. 6546 and No. 8883 applied for and was granted the designation
as Prime Sponsor by the U. S. Department of Labor to administer the provisions
of the Comprehensive Employment and Training Act of 1973 and the Comprehensive
EMployment and Training Act Amendments of 1978; and
WHEREAS, the Oakland County Board of Commissioners has approved the
On-The-Job Training and Direct Placement request for proposal format and
criteria by Miscellaneous Resolution No. 82211; and
WHIMS, the Prime Sponsor Review Committee has reviewed and evaluated
all proposals and is recommending the selection of bidders and the awarding
of funds based on the established selection criteria; and
WHEREAS, the Employment and Training council has reviewed the Prime
Sponsorrecommended selections and the distribution of funding for Fiscal
Year 1983 for On-The-Job Training and Direct Placement activities and has
voted sixteen (16) yes, four (4) no, and six (6) abStentions to concur
with the selection and distribution of funding.
NOW irm *RE BE IT RESOLVED that the Oakland County Board of
Commissioners approve the selection and funding for On-The-job Training
in the amount of $1,397,721.00 and Administration in the amount of $53,935.45
and Direct Placement in the amount of $110500.00 in accordance with
Attachments A and B.
BE IT FURTHER RESOLVED that a written quarterly report for review
of performance objectives will be submitted to the Public Services Committee
and the Oakland County Board of Commissioners.
Mt, Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

NARRATIVE TO MACH= A
August 30, 1982
RE: Recommended funding distribution for On-TherJob Training for
Fiscal Year 1983.
Attachment A reflects those bidders who have requested through the bid
process to operate an On-The-Job Training Program for Fiscal Year 1983.
The following is a description of three groups of bidders and the purpose
of each group,
The first group of bidders are those Who have operated a Fiscal
Year 1982 Oft-The-job Training program and who have established
a performance record with the Present On-The-Job Training
performance criteria,
The recommended funding distribution was determined by: an average score
drawn from the bid score, 1982 awards and 1983 proposal request.
a. Bidders who ranked outstanding will be awarded what they
request for Fiscal Year 1983. 1
b. Bidders who ranked Above Average will be awarded an
additional 20% of their Fiscal Year 1982 award,
c, Bidders who ranked Average will be awarded the same as
their Fiscal Year 1982 award,
d, Bidders who ranked Below Average will be awarded 20% less
than their Fiscal Year 1982 award,
No bidder will receive More than their proposal request,

II. The second group of bidders are those who have been selected to
operate a minimum On-The-Job Training program with existing staff.
This will allow these bidders to establish a performance record
within the Olt-The-Job Training performance criteria.
The recommended funding distribution was determined by

Awards not to exceed established -bidders.
c. To allow those bidders to become familiar with the Federal
Regulations & Policies and Procedures xelevent to this program,
III. The third group of bidder are those ; who we have determined
unable to operate a minimum On-The-Job Training program and will
be offered a Direct Placement program as reflected in Attachment B,
This would be more Suitable to the bidder and will allow the
bidders' to establish a performance 'ecord within the Oft,The7Job
Training/Direct Placement performance Criteria,

RE: Recommended funding distribution for Direct Placement for Fiscal
Year 1983.
In Attachment B are those bidders who have requested through the bid process
to operate a Direct Placement programTfor Fiscal Year 1983.
The following is a description of those grOups of bidders.
I. The first group of bidders are those who have operated a 1982
Fiscal Year Direct Placement program and have established a
Fiscal Year 1982 performance record.
Recommended funding distribution is determined by:
a. Fiscal Year 1982 actual placements.
b. Enrollment projections for the fOurth quarter.
II. The second group of bidders are those who have been -SeleCted to
operate a Direct Placement program fOr Fiscal Year 1983.
Recommended funding distribution is determined by:
a. The primary activity of this bidder.
b. TO allow the bidder to become familiar with the Federal
Regulations & Policies and Procedures relevant to Direct
Placement and Oft-The-job Training programs.
III. The third group of bidders are those whose proposals are not
relevant to the Direct Placement program.
