Lanni, Chairperson IN RE: FY 1983 PLANNING FUNDS - WORK EXPERIENCE AND EMIT01.10ENT AND TRAINING SERVICES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Oakland County Board of Commissioners by Miscellaneous Rsolution NO. 82208 identified a FY 1983 planning allocation; and WHEREAS the Oakland County Board of CommiSsioners by Miscellaneous Resolution No. 82209 identified 28 percent of the planning allocation for Work Experience; and WHEREAS $2,787,566 of the planning allocation has, therefore, been reserved for Work Experience, with an additional five percent Maximum of $139,371 for program sub- recipient administration; and WHEREAS the Oakland County Board of CommiSsioners by Miscellaneous Resolution No, 82209 also identified 10 percent of the planning allocation for services; and WHEREAS $318,090 of the planning allocation has, therefore, been reserved for Ebployment and Training Services, with an additional five percent maximum of $15,901 for program sUbrecipient administration; and WHEREAS the Oakland County Board of CommiSsioners by Miscellaneous Resolution No. 82215 approved the method of evaluating and selecting Work Experience and Employment and Training Services program subrecipients; and WHEREAS the Employment and Training Council has reviewed and recommended this resolution as amended by unanimous vote, with seven abstentions, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves those Work Experience and Employment and, laining Services amounts delineated in Attachment A. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners approves to contract the Work Experience and Employment and Training Services percentages with the subrecipients in accordance with Attachment CH BE IT FURTHER RESOLVED that, if either the Work Experience or Employment and Training Services funding amount is increased or decreased, those percentages identified in Attachment C will be utilized to allocate funds to suhrecipients, not to exceed the amount requested in their funding proposals. BE IT FURTHER RESOLVED that a written quarterly report - for review of performance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners, BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said contracts. Seventy-five percent of the Student intern Work Experience allocation is based on the subrecipient's FY82 grant. The remaining 25% of the allocation reflects the subrecipient's FY82 performance. FY 1983 SENIOR CITIZEN WORK EXPERIENCE Because it is the only offeror, Catholic Social Services has received the entire Senior Citizen Work Experience allocation ($167,254). The Catholic Social Services proposal received a score of 99 (out of a possible 100) points. Since three of the above proposals failed to receive this minimum score, each was removed from the allocation process. *See Attachment Bl Subrecipient Alloc. Request ATTACEDENT B1 Youth Work Experience *The number of Pontiac's unemployed persons was evenly divided between Pontiac Schools and OLHSA. **Represents the total number of unemployed persons in each subrecipient's primary service area. To be considered acceptable for funding, an offeror's proposal must have received a minimum score of 70 (out of a pos- sible 100) points. Subrecipient allocations are based on two criteria, need and performance. Seventy-five percent of the allocation is based on the subrecipient's number of unemployed persons in Oakland County. The remaining twenty-five percent of the allocation is based on the subrecipi- ent's FY 1982 Youth Work Experience program performance. ****Program dollars, only. *****After they were determined, allocations were compared to the amounts each subrecipient requested in its funding proposal. One subrecipient-- Waterford Community Placement--requested !less money. As a result, the unrequested funds were distributed among those subrecipients which re- quested more dollars than they were initially allocated. (Thus, no allo- cation exceeds the amount a subrecipient requested in its funding proposal.)
