The School District's prior authorization expired with the 2005 levy. Under this proposal, due to current enrollment projections and statutory exemptions, the District would be authorized to levy on principal residences (also known as homestead property) no more than 3.5030 or the lesser number of mills necessary to fund the portion of the District's foundation allowance not matched by the State, and up to 18 mills on non-homestead property (commercial, industrial and residential rental property), the combination of which would allow the School District to receive revenues at the full foundation allowance permitted by the State. Shall the limitation on the tax upon taxable property, to the extent not eligible for principal residence or other statutory exemption, in the School District of the City of Royal Oak, County of Oakland, Michigan be increased by 18.00 mills ($18.00 per $1,000 of taxable value) for eight (8) years, the years 2006 to 2013, inclusive, to provide funds for operating expenses of the District?
