Pernick, County Commissioner, District '1'20, and the Undersigned in re: Policy for Bid Procedures for Recruitment of Documentation Audits To the Oakland County Board of Commissioners Mr. Chairperson, Ladies and Gentlemen: WHEREAS it is in the interest of the people of Oakland County to have a bid procedure that results in the lowest qualified bidder receiving contract avvards. NOW THEREFORE BE IT RESOLVED that the following procedure be adopted as the policy to be used in awarding contracts for recruitment of documentation audits: 1. Award the bid to the lowest qualified bidder, 2, Design the Request for Proposal to meet '.,:•,Fee real needs so that the bidder will have a complete understanding of the requirements of their bid, 3. Hove all proposed bidders seeking RFP's provide through the Board of Commissioners, details of their operations that will allow the Board of Commissioners to "qualify" them as bidders. Such materials are to be provided to the Commissioners prior to the bid openings in sufficient time to be reviewed and approved. Those bidders not approved as "qualified" would not have their bid opened. 4. Have each bid submitted accompanied by a "bid bond" or certified check for ten percent of the bid. Such checks would be immediately returned if the bidder's bid was not accepted. • All bids will be opened by the Board of Commissioners' appropriate committee in a public meeting. 6. Upon the award of contract, the successful bidder must post a contract performance bond, Mr, Chairperson, I move the adoption of the foregoing resolution, #82280 September 9, 1982 The Chairperson referred the rewlutt,on to the General Government Committee and the Public Services Committee. There were no objections.
