IN RE: OAKLAND COUNTY COMMUNITY COORDINATED CHILD CARE (4C PROGRAM)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Health and Human Resources Committee has reviewed a presentation
by Oakland Livingston Human Service Agency (OLHSA) on behalf of the Oakland County
Community Coordinated Child Care Program (known as 4C); and
WHEREAS your Committee has determined that the work of the Oakland County
Community Coordinated Child Care Council begun in 1974 should continue; and
WHEREAS this effort includes training, coordination and technical
assistance to child care providers intended to reinforce and strengthen the
family; and
WHEREAS the 4C Council, through the Oakland Livingston Human Service Agency,
is requesting that the amount of $6,503 be authorized for the 4C Program for the
period October 1, 1982, thru September 30, 1983; and
WHEREAS the requested amount of $6,503 represents an annual decrease of $217
from the previous funding level; and
WHEREAS the funding request for the 1982-83 period will not require a future
increase in the currently budgeted $90,000 OLHSA line item; and
WHEREAS the requested amount is a portion of the total needed for local
match for the State agency purchase of service agreement through the State 4C
Council; and
WHEREAS 4C will be securing the balance of monies needed from other
community resources.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize release of up to $6,503 to the Oakland County Community Coordinated
Child Care (4C) Program for the period October 1, 1982, thru September 30, 1983.
Mr. Chairperson, on behalf of the Health and Human Resources Committee,
I move the adoption of the foregoing resolution.

Mr, Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed Miscellaneous Resolution #82298,
Oakland County Community Coordinated Child Care (4C) Program, recommends that the
resolution be adopted with the following new paragraph added:
BE IT FURTHER RESOLVED that the Chairperson of the Board
of Commissioners be and is hereby authorized to execute the
Donation Agreement on behalf of Oakland County,

MICHIGAN DEPARTMENT OF SOCIAL SERVICES
DONATION AGREEMENT FOR PUBLIC ENTITIES
This Memorandum of Agreement effective the 1st' day of October 198 , by
and between the Michigan Department of Social Services, having a mailing address
of 300 South Capitol Avenue, Lansing, Michigan 48926 (hereinafter referred to
as the "Department") and Oakland County Board of Commissioners
a Public Entity having a mailing address of 1200 North Teleoranh Road,.
Pontiac , Michigan 48053 (hereinafter referred to as the "Donor").
WITNESSETH:
WHEREAS, Title 45, Chapter II, Code of Federal Regulations, Section 228, provides
that the single state agency may provide social services directly or through -
contract with other public or private agencies for clients eligible for service
as authorized by Titles IV and XX of the Social Security Act, and in accord with
policies established by the Department; and
WHEREAS, the Department is the authorized single state agency for the administra-
tion of services under Title IV and XX of the Social Security Act; and
WHEREAS, the Department has authority to accept funds under the provisions of
Section 228, Chapter II, Title 45, Code of Federal Regulations and MCLA 400.10;
and
WHEREAS, the Social Welfare Act, MCLA 400.1, et. seq., provides that the Depart-
ment ensure a full range of care and services for families and individuals re-
ceiving financial assistance as families with dependent children or as aged, blind
or disabled persons, and, in certain instances, eligible non-recipients of finan-
cial assistance whose service needs can be met through these statutes; and,
WHEREAS, the Donor is authorized by Oakland County Board of Commissioners to make
donations to a state agency; and,
WHEREAS, the Donor is desirous of making a donation of funds to the Department
for the purpose of further enabling the Department to provide such social services;
NOW, THEREFORE, in consideration of the mutual . undertakings and agreements herein-
above and hereinafter set forth, the Department and the Donor agree as follows:
I. ' Amount .Donated. Subject to the terms and conditions set forth in this
agreement, the Donor hereby donates to the Department the sum of
thousprid five hilndreri thrpe dollars (
hereinafter referred to as "Donated Funds". Said Donated'Tunds are deemed
to be the obligation of the Donor in their entirety as of the effective
date of this Agreement.
2. Method and Scheduling of Payment. Donated Funds shall be paid or certi-
fied to the Department as follows:

/ The full amount of the donation will be paid on the effective
date of this Agreement.
Deferred payment with the first payment equal to one half of
the total donation due as of the effective date of this Agree-
ment, one half due three months later.

In-Kind: $1 ,529
Certification of expenditures or the value of goods or property
donated under this Agreement shall be made to the Department on
monthly expenditure statements submitted to cover costs of ser-
vice financed by this donation. These certified funds shall be
in accordance with the budget set forth in a Department-desig-
nated provider's Memorandum of Agreement to purchase services.
• 3. OPTIONAL: Geographic Areas where Services will be Provided. Services
financed by Donated Funds shall be provided in the following geographic
areas:
4. Administrative Control of Funds. All Donated Funds paid to the Depart-
ment hereunder shall be under the Department's exclusive administrative
control.
5. Conditions of Parties' Obligations. In the event that federal reimburse-
ment to the Department is not sufficient to permit the Department to
provide services or for any other reason the Department cannot utilize
the Donated Funds, the obligations of each party hereunder shall be
terminated within ten (10) days of receipt of written notice to the Donor
by the Department.
6. Entire Agreement Contrained Herein. This Agreement contains all the terms
and conditions agreed upon by the parties. All items incorporated by
reference are to be attached. No other understandings, oral or otherwise,
regarding the subject matter of this Agreement shall be deemed to exist
or to bind any of the parties hereto. This Agreement may be amended only
by a written document signed by all the parties hereto.
7. Donor's Source of Funds. Donor guarantees that the Donated Funds are not
federal funds, except in such instances as the Federal Act authorizing
expenditures of said funds permits their use for matching other federal
funds. Furthermore, the Donor guarantees that these Donated Funds have
not been used as a match to obtain other federal funds.

COORDINATED CHILD CARE (4C) PROGRAM -OCTOBER 1, 1982 THROUGH
SEPTEMBER 30, 1983
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #82298 and: finds $6,503 necessary to
fund the 4-C Program for the period October 1, 1982 through September 30,
1983. Of the $6,503, the Finance Committee finds $1,626 available in the
1982 budget appropriation for the Human Service Agency consistent with the
attached schedule. The remaining $4,877 will be considered during the 1983
Human Service Agency Budget review.
Further, funding beyond September 30, 1983 shall require the proper
action of this Board.

Moved by Gosling supported by Cagney the amendment recommended by
the Finance Committee be accepted. The amendment would add the following new
paragraph: .
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and
is hereby authorized to execute the Donation Agreement on behalf of Oakland County.
