PUBLIC SERVICE F,PLMIENT P TO THE OAKLA.ND COUNTY BOARD OF COMISSION= Mr. Chairperson, Ladies and Gentlemen: WIDMEAS the Oakland County Board of Commissioners by Miscellaneous Resolutions No. c. .6 and 8883 applied for and was granted the designation as Prime Sponsor by the U. S. Eepartment of Labor to administer the provisii Is of the Comprehensive EMployment and Training Act of 1973 and the CompIT Employment and Training Act Amendments of 1978; and , WHEREAS the current national budget recommendations will discontinue - the public service employment program as of September 30, 1981, with a hiring freeze initiated as of March 2, 1981 (ATTACIBENT A); and WHEREAS it is possible that all enrollees in the public service emplyment - program would be referred to unemployment insurance or general assistance which represent higher governmental costs; and WHEREAS the Private Sector Initiative Program will not begin as early as September 30, 1931 NOW ralt-13E BE IT RESOLVED that the Oakland County Board. of Commissioners recommend a policy which would allow an orderly phasedown of the public service employment program with allocations directed to areas of substantial unemployment (greater than 6.5%-ATTA(I= B) and overall reductions. in the national allocation of at least 75% Mr. Chairperson, on behalf of the Public Services .Committee, I move the adoption of the foregoing resolution.
