Button, Chairman TO: OAKLAND COUNTY BOARD OF COMMISSIONERS MR. CHAIRtA.L.I .., !.=:DIES AND WHEREAS, the Federal Government through the Energy Research and Development Administration has proposed exploratory test drilling in Sec, 30, TownsH::‘, Alpena County, Michigan, for the purpose of establishing the areas .;:or C nrcl.:rr storage of toxic radio-active nuclear waste material into below surface sci: •icc cr , and EAS, the Authorities have indicated that local governmental units as well as the State Government will have no control or veto power over the proposed project, and WHEREAS, the placement of these materials into salt formations located immediately adjacent to the ucvst bodies of fresh water in the world poses a direct threat of contamination and subsequent contamination to large population centers located within the drainage pattern of the Great Lakes Systems extending as far as the Eastern Seaboard and affecting Canada as well as the United States, and WHEREAS, the long term safety of the project depends on preventing the intrusion of water into the salt beds by any means, which could occur by natural means as well as failure of ove hc Cr underlying shale in ages to come, and WHEREAS, the waste materials are estimated ••..,nain toxic over a period of 500,000 years thus posing great unknown influencing factors and do c which no mortal man can give definite answers, and WHEREAS, the proposed ,ite is located in a growing population area the tourist plays an important Dart H economy arc si Hdustry would be adversely affected by tile area being used as a nuclear wasre dTcc 1 dump, and WHEREAS, other options for nuclear waste dir csc exist and have not been fully researched and explored and salt bed bu i. cores to , Robtfrt A. BC-t- h'eiirman THEREFORE BE IT HEREBY RESOLVED by the Oakland County Board of Commissioners that it is recommended that the local and State Governments be allowed the power of decision on location within the !7i•,-Ile of Michigan, further, that extensive environmental impact • be conducted by the National Academy of Sciences with full disclosure to the citizens of Michigan, who would have the ultimate decision through a referendum election. The General Government Committee by Robert A, Button, Chairman, moves the adoption of the foregoing resolution.
