IN RE: CRASH INJURY MANAGEMENT COURSE FOR LAW ENFORCEMENT OFFICERS
• TO. THE OAKLANDCOUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS pursuant to Miscellaneous Res•oluticJA g744, the
Oakland County Board of COMMiSSiOTITS approved of the Em e rg e ncy Medical
Services Plan for Oakland County; and
WHEREAS a compoTo.ent of that plan calls for 'Frap-rv,J'e0, first
aid training for law enforcement officers; and
WHERE 15 in the interest of providing such trainig the Ovidarci.
County Emergency Medical Services Division has F.:T(T. $1500 for t h e
- development of such a program from the Michigan PJ:pc"Tilt of Public
Health; and
WHEREAS the acceptance of said funds would not require any
county funding either now or in the future.
NOW, THEREFORE, BE IT RESOLVED, that_ the Oland County Board
of Commissioners authorizes the execution of a contyct. between the
Oakland County Emergency Medical Services Division d the Michigan
Department of Public Health to implement a Crash Injury Management
program for Law Enforcement Officers.

Statistical data gathered during 1975 indicated that only 28% of all
police officers in Oakland. County are currently trained in advanced -
first aid techniques. Inasmuch as the Oakland County EMS Plan called
for improved emergency medical care training for police via the Crash
Injury Management Program, the Michigan Department of Public Health
was approached to determine whether or not seed money could be obtained
for a pilot program in Crash. Injury Management.
As a result, the Michigan Department of Public Health has offred. Oak-
land County $1500 for a pilot program on a. contractual basis. This
money is to be used for a program which will serve as a model for the
entire state.
Training would be offered through the Oakland Police Academy. The
funding would pay for physicians, one course coordinator and one
practical work instructor, all of whom. would conduct one 40-hour class
program. Instructors for the program would be chosen by the EMS Coun-
cil's Training Committee. Students for the program would be accepted
from police agencies throughout Oakland County consistent with police • •
academy procedures, however, first priority would be givn, to traffic
officers who are routinely called to the scene of injuries/accidents,
