IN RE: COUNTY OF OAKLAND ENDORSEMENT OF THE STATE WIDE COALITION FOR
BALANCED TRANSPORTATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS there is a growing demand for public transportation; and
WHEREAS Michigan needs coordination between various modes; greater funding;
and a new approach at the State level to plan and set priorities for all modes; and
WHEREAS the State Wide Coalition for Balanced Transportation has
requested the County of Oakland to join various interested groups to work
together as a means of assuring that there is appropriate support for all
modes; and
WHEREAS hereto is attached the statement adopted by the State Wide
Coalition for Balanced Transportation.
NOW THEREFORE BE IT RESOLVED that the County of Oakland support the
State Wide Coalition for Balanced Transportation and endorses the Coalition
statement.
The Planning and Building Committee by Patrick K. Daly, Chairman
moves the adoption of the foregoing resolution.

There is a growing demand for phlic transportation- Governor Milliken
and the Legislature deserve credit for providing leadership in acting
to meet that demand
Michiganneeds coordination between various modes; greater funding; and
a new aporoach at the State level to plan and set priorities for all
modes_
We welco7,e the opportunity of working together with various interests
as a means of assuring that there is appropriate support for all nodes_
We think the biggest winners in such coordination will be the people of
this State.
In order to accomplish these purposes, we:
(1) support the creation of a unified transportation fund,
(2) sup p ort the establishment of specific allocations for all nodes of
freight and passenger transportation in order to assure that no
modes are denied a reasonable share of funding,
,3) offer to work with local road interests to explore their need for
greater funds, -
(4) insist that the source of public transportation funding be assured
and be derived from an expanding base,
(5) support the establishment of a Co:tnission and Department of trans-
portation to assume the functions of the current Commission and
Department of Highways in order to move toward equity for all modes
in the solution of total transportation needs. We believe it is
not appropriate to have a single mode department administering a
multi-modal program, and
support a strengthened role for the Public Transportation Council -
in the interim with a grant of secifio authority and at. least
minimal staffing in order for it to be more effective as an advocate
for transportation_
The signers of this statement pledge to work cooperatively with each othe:
in a spirit of flexibility and camer=ise because that will best meet
the needs of the people of Michigan. We solicit support from and endorse
ment fro:: other groups_
