Pernick, Chairman REPORT #7427 BY: FINANCE COMMITTEE, Lawrence R. Pei-nick, Chairman IN RE: PRE-APPLICATION GRANT FOR SOLID .WASTE RESOURCE RECOVERY IMPLEMENTATION C. PROGRAM TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: The Finance Committee has reviewed the Pre-application for Municiple Solid Waste Resource Recovery Implementation Grant Program and the financial implica- tions of the Grant to Oakland County. It has been estimated $165,600 for solid waste implementation studies as detailed in the schedule below: February 5, 1976 12 months, total 3 months 3 months 1 month 2 months 3 months 2 months Technology Assessment Preliminary Cost and Economic Analysis Recovery System and Site Selection Transportation, Cost Refinement and Preliminary System Planning Conceptual System Design Financing, Implementation Planning, Preparation and Analysis of Responses to a Request for Proposals (due to interrelating and overlapping tasks where possible) Oakland County would be expected to provide 25% or $41,400 of the $165,600. The remaining 75% or $124,200 would consist of Federal grant funds. Pursuant to Miscellaneous Resolution 7059 of 4-17-75 the County of Oakland has committed itself to pursue the construction of a Solid Waste Resource Energy Conversion Facility. To this end, the Oakland County Board of Commissioners appropriated $250,400 in the 1976 Public Works Budget. Thus acceptance of this grant would reduce the County's financial commitment by the amount of Federal Funds received. FINANCE COMMITTEE -1. February 5, 1976 Moved by Pernick supported by Moffitt the report be accepted. A sufficient majority having voted therefor, the motion carried. The chairman referred the report to the Planning and Building committee. There were no objections. 1
