IN RE: YOUTH ACTIVITY COMPLEX - SPRINGFIELD OAKS PARK AMENDMENT TO
AGREEMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS your Committee has received the proposed Amendment to the
agreement dated 11th day of April A.D., 1972 (Miscellaneous Resolution
5984, April 11, 1972) between the County of Oakland and the Parks and
Recreation Commission for the operation of the Youth Activity Complex; and
WHEREAS your Committee recommends that said Amendment to agreement
be executed;
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the Amendment to the Agreement between the County
of Oakland and the Parks and Recreation Commission for the operation of
the Youth Activity Complex and that the Chairman of the Board of Commissioners
be hereby authorized to execute said Amendment to Agreement on behalf of the
County of Oakland.
The Planning and Building Committee by Patrick K. Daly, Chairman, moves
the adoption of the foregoing resolution.

AMENDMENT
- Youth. Activities Complex - Springfield OakS --
WHEREAS, an Agreement was made andtt .ier,ediT.I.T.n the 11th
day of April, 1972, A.D., by and between the COUNTY OF OAKLAND and the
OAKLAND COUNTY PARKS AND RECREATION COMMISSION, Miscellaneous Resolution
5984, on April 11, 1972, and amended by Resolution 7457 on April 29, 1976,
by the Oakland County Board of Commissioners, for the purpose of authori-
zing the Oakland County Parks and Recreation Commission to operate the
Youth Activity Complex - Springfield Oaks; and,
WHEREAS, the Agreement does not permit the Commission to have
full control over the activities at the Youth Activity Complex; and,
WHEREAS, the County is reimbursing the Commission up to
$105,000,00 annually for the deficiency in operation.
NOW THEREFORE, on this -- day of
the COUNTY OF OAKLAND and the OAKLAND COUNTY PARKS AND RECREATION COMMIS-
SION, does hereby amend and modify said Agreement in the following manner
only: .
1. The County of Oakland hereby turns over the control and
operation of the Youth Activity Complex to -the -Oakiand CoUnty Parks and .
Recreation Commission.
2, The County and Commission shall make an annual review of
revenues generated and expenses incurred in the operation of the Complex,
If the expenses exceed the revenues, the County shall appropriate a. mutual
agreed amount in the County budget to subsidize a portion NOT TO EXCEED
$50,000 of the deficit.
3. In all other respects, said Agreement shall remain in full
force and effect.

WHEREAS, the County of Oakland has constructed a facility
known and desigr;ated as the Youth Activities CompIex and desirs
the Oakland County Parks and Rec -reation Commission to operate said •
facility, and
WHEREAS, the facility will produce revenue by rental thereof
for circuses, animal shows and other activities.
NOW THEREFORE, in consideration of the mutual covenants as
herein, set forth, the Oakland County Parks and Recreation commission
agrees to assume the operation of the facility known as the Youth
Activities Complex, including the renting and the collection of
the rentals thereof, and oversee the use of the facility.
Any rents collected for the use of said facility shall be de-
posited to the account of the Oakland County Parks and Recreation
Commission
The cost of operation paid by the Commission over and above
the rentals as set forth above shall be mutually determined by the
County, acting through its Board of Auditors and the Commission,
and the County shall reimburse the Commission for any costs agreed
to over and above the rental charges.
