IN RE: BI -LINGUAL CLASSROOM TRAINING CONTRACT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6546 applied for and was granted the designation by the U.S.
Department of Labor as Prime Sponsor to administer the provisions of Title
I of the Comprehensive EMployment and Training Act of 1973; and
WHEREAS, Oakland County's C.E.T.A. Title I Grant Application has
been filed and approved by the U. S. Department of Labor; and
WHEREAS, bids for classroom training were solicited through
advertising in the newspapers and the Oakland County Council on Employment
and Training considered each of the bids and recommended the attached
institution and organization for training
means of reducing unemployment caused primarily by the lack of proficiency
in the English language.
NOW, THEREFORE, BE IT RESOLVED that the Oakland County Board of
Commissioners awards $49,718.29 for bi-lingual remedial training to
Pontiac Schools consistent with the attached budget.
The Public Services Committee, by Hubert Price, Jr., Chairman,
moves the adoption of the foregoing resolution.

OBJECTIVES OF THE BI-LINGUAL CETA P
During the last year, several applications for training have been received from
Tatino and Spanish speaking individuals from the Pontiac area. UneTployment for
limited English speaking individuals and minorities has been estimated in excess
of 25%. In order to provide a program component which relates directly to the
needs of limited English speaking individuals, a proposal for bi-lingual train-
ing was developed. The training will be conducted at POIC with the instruction
provided by Pontiac Schools and the intake and counseling provided by Latin
Affairs. This will be the first CETA component which will relate directly to
limited English speaking individuals The project is scheduled to start June 1
and end November 30. Forty individuals will be trained for 40 hours per week
during this period. The basic objectives will include increased skill pro-
ficiency in the English language necessary for vocational training or direct
employment.
Once English proficiency has been developed, referral to OJT, classroom training
or employment will be completed prior to the end of the training. This project's
primary objective is to reduce unemployment caused primarily by the lack of
proficiency in the English language.
