RESOLUTION 7 GENERAL GOVER.I..'o".:..!T lEE- Robert A, Button, C' 7 TO THE OAKLAND COUNTY BOARD OF CO' -5SIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, on July 8, 1976, the Oakland County Board of Commissioners referred Res. #7627 to the Planning & Building Committee and the General Gev Committee for their review and recommendation; and WHEREAS, the Planning & Building Commitien has recommended that P #7627 be tabled at the Board of Commissioners, and that the Chairmen of the Board of Corn,--ri-,sione,s appoint a Committee to communicate and be a liaison with SEMTA; and WHEREAS, the General Government Committee concurs with the recc -htion of the Planning & Building Committee, The General Government Committee recommend; to the Board of Commissioners the tabling of Misc.. Res. #7627, and the appointment of a liaison committee to SEMTA by the Board Chairman. The GeneroI Government Committee, by Robert A. Button, Chairman, moves the acceptance of the foregoing report. ER LE iihCi 1976 IN RE: Oakland County Wi"‘.? from the Southea ,,JtC:fri \‘,71.tC.11. ici a in Transportation Authority To the Oakland County Board of Commissioners :Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Southeastern M„ichig7..n Transportii_tion Ati -thcrity • created by legislative fiat pursuant to Act_ 204, Public Acts of 1967, without the advise and consent of the Board of Commissioners of Oakland •Lhe people of Oakland County, to plan, develop, and oi7ierate a coordin:Ited p..- transportation system for the people in the seven-county sou:Ale:astern Michigan region, those counties being Macomb, Monroe, Livingston, Oakland, St. Clair, Washtenaw, and Wayne, and WHEREAS, the primary need for public transportation in Oakland County is E for an adequate bus system utilizing the highway network, and WHEREAS, the regional SEMTA plan proposes a high level (subway) system . which will provide little or no use to Oakland County, and - WHEREAS, high level systems throughout the country have been grossly underestimated in terms of construction costs and overestimated in useage, and as a result, underestimated in income needed to operate, thereby requiring high subsidies, and Oakland County's share will once again exceed its benefits, and WHEREAS, the SEMTA plan includes a Detroit Central Business Di.s-trict "People Mover" to service only a portion of the Detroit business district while being partially paid for by a disproportionate share from Oakland County, and WHEREAS, the Regional 1990 Transportation Plan, Transit Network, requires r..billions of dollars in capital investment on a high level system outside the -Oakland County limits, and -WHEREAS, the Regional Transit Plan expects to assume the operating deficit of the City of Detroit transit system, to be disproportionately shared by all participating counties including Oakland, and WHEREAS, all the subway and. most of the intermediate level (high level bus - system) are oriented to th Detroit Central Business District and almost completely ignore the east-west movements hr en Oakland and Macomb counties and the north-south movements between Oakland and 'Wayne counties, and WHEREAS, only meager public transportation services have been prov Oakland County in the last 9 years, and WHEREAS, Oakland County is large enough in area and in population to support its own public transportation system, and WHEREAS, the public transportation needs in OaTJ.ancl COUrity have becn great and continue to increase each year, and WHEREAS, Section 5 of said Act 204; P.A. 1267 grants to the Scard of , Commissio‘..:,....I.,; ot Oakland County the authority to withdrav ,7 flom the South- eastern Michigan Trahr_rpol-tation Authority by a 2/3 vote of thc Boetal of Cchinty - r Commissioners, NOW, THEREFORE;, BE IT RESOLVED, that the Board of County Correiris[iY ---.-..ss r of Oakland County does withg- ,-;.- from the SouIrheastEin mi dhi ga n Trans port E:i trg.— : . Autho rity , and BE IT FURTHER RESOLVED, that a special subcommittee be established to . develop an Oakland County Public Transportation Authority to be incorpor;Ited , . into a county transportation agency which will be more responsh7c to the . citizen needs of Oakland County. Mr. Chairman, I move the adoption of the foregoing resolution. July 8, 1976 #7627 Moved by Dunleavy supported by Hoot the resolution be referred to the Plann and Building Committee. Mr. Page requested the resolution also be referred to the General Government Committee. Mr. Aaron ohjected to the referral. The Chairman stated those in favor of sustaining the objection vote "yes" and those opposed vote "no". - AYES: Fortino, Perinoff, Pernick, Price, .Aaron, Button, Daly, Dearborn. (8) NAYS: Dunleavy, Gabler, Hoot, Moffitt, Montante, Nowak, Olson, Page, Patterson, Roth, Wilcox, Wilson. (12) PASS: Lennon, Simmons. (2) A sufficient majority not having voted therefor, the objection was not sustained. The resolution was referred to the Planning and Building Committee and the General Government Committee. The Chairman stated the General Government Committee will be the Committee to report the resolution back to the Board. There were no objections. ii Septer 2, 1976 Moved by Wilson supported by Daly the report be acc ,2pted. A sufficient majority having voted therefor, the motion carried. Moved by Dunleavy supported by Houghton that resolution #7627 be adopted. Discussion .followed. Moved by Wilson supported by Lennon the resolution be laid on the table. Vote on tabling: A sufficient majority having voted therefor, the motion carried. The Chairman referred the report to the General Government Committee. Ther were no objections. 1!76
