TO THE OAKLk-TD COUNTY BOARD OF GOMMTSSTONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS Section IV, Subsection. A of the Merit System ':es-olutiou. requires
that copies of all changes in the rules and. regulations of the Merit System
shall be submitted to the Board of Commissioners at a regular meeting of the
Board and shall 'become effective thirty days after such meeting unless objection
is received in writing by the Chairman of the Board of Commissioners, in whi(th
case the objection shall become a matter of business at the rent meeting of the.
Board; and
WHEREAS it has become desirable to make certain changes in the wording
of Rule 20 as snelle.d out in the attachments to this reseintion; and
WHEREAS your Personnel Comma tee reviewed and approved these chaues
at its meeting of November 26, 1975,
NOW THEREFORE let the reading of this notice and the distribution of
this notice and the attached forms labeled "Proposed. Change in Merit System
Rule", to all the Commissioners present and absent, be considered as the
official submission, to the Board of Commissioners, of the. described changes
in Pule 20.
The Personnel. Committee, by Paul F. Kasper, Chairman, moves the
adoption of the foregoing resolution.

future -changes in such rules and regulations shall be submitted to the Board of

It is believed that the spirit and intent of the Tuition Reimbursement
Program is to enable employees to improve their ability to perform their
current position or to assist them to qualify for higher level positions.
The program has been liberally interpreted and reimbursement made for
courses leading to undergraduate and advanced degrees. Because the
program is not specific on this point, some employees believe they should
he reimbursed for training beyond the Doctoral level, Inasmuch as there
is no position in the County that requires course work beyond the Doctoral
level, reimbursement under this program seems an excessive expenditure
of County funds and not within the purview of the Tuition Reimbursement
Program. If conferences, seminars and other post-doctoral training and
educational programs are desirable, they should properly be a departmental
expense in the travel and conference category of the budget and subject to
the usual budgetary controls.
