Narrative Description of the Work Statement
The first task is to develop and activate a planning mechanism. This has, already
e been accomplished. The Jail Study Committee, a subcommittee of the Board of Commis-
sioners' Public Services Committee, has held nine meetings since it was formed in late
May. In order to ensure the cooperation cf the key agencies that impact the jail pop-
ulation, representatives of the Circuit Court, District Courts, Prosecutor's Office,
Probation, and local law enforcement agencies sit on the Committee together with rep-
. resentatives of the Board of Commissioners, County Executive Office, and the Sheriff's
Department. Staff for the Committee is provided through the Criminal. Justice Coordi-
nating Council.
The second task is to produce a description of the criminal justice process. This
will consist of a flowchart and a narrative. The flowchart will delineate relevant
decision points, options, and criteria that impact the jail population. The narrative t
will identify the decision-makers involved in each criminal justice event/decision,
the optional routes that the defendant can take at each decision point, and the
policies/guidelines that determine which route through or out of the system the defendant
will take. The flowchart and narrative will be review by the Jail Stuey, Committee
ben complete and then submitted to MI.
After the data collection effort concludes, the flowchart and narrative will be
updated and system disposition trees prepared. The revised flowchart and narrative
together with the system disposition trees will be used in developing Part III
"Description of the Criminal Justice Process" of the Jail Population Management Plan.
The third task is to collect and analyze appropriate descriptive, statistical,
and fiscal information. Because it is very inefficient to collect data without a well-
defined plan or purpose,' several weeks will be set aside for planning the data collec-
tion and analysis effort. Hypotheses about the causes of jail overcrowding have been
developed and specific questions to be answered through the data collection and
analysis program are being generated. Specific data elements required to resolve
each issue will be identified with concise definitions developed of each. All values
of information that can be assumed by each data element will be listed. With the
apuroval of the Jail Study Committee, the work will then be submitted to AJT for
review. While awaiting the results of the AJI review, source documents will be iden-
tified and outhorization obtained to access them. With on-site assistance from AJI, -
the sampling design and data collection instrument(s) will be developed. Following
approval by the Jail Study Committee, the sampling design and data collection instru-
ent (s) will be submitted to MI for review.
Meanwhile, steps to implement the data collection program will be initiated.
Data collectors/coders will be hired and trained. The data collection instrument(s)
will be validated. Inter-coder reliability will be verified. Descrepancies will be
discussed and resolved before the actual data collection program begins.
It is anticipated that the data collection effort will require four months to
complete. A computer will be used to process the data. In order to meet the dead-
lines that have been established, it will be necessary to collect and process the
data simultaneously. With regards to the latter, the Statistical Package for the
Social Science (SPSS) will be utilized,
With the on-site technical assistance of AJI, the data will be interpreted in
light of the original hypotheses and questions. -Policy and procedural options that
can be explored as well as the potential impact of these options on jail overcrowding
and the use of alternatives will be suggested. The options and their potential impact
will be well documented and substantiated by the data for presentation to the Jail
Study-Committee inea- readily comprehensible format to include, but not be limited to,
- a written report. The report will be Used in developing Part V "Data Analysis" of

the Jail Population Management Plan.

In order to meet the deadlines that have been established, work on the Plan .
- will begin immediately. All portions of the Plan that ere not dependent on the
results of the data collection effort will be prepared and reviewed by the Jail
. - Study Committee by the end of May. The remaining sections of the Plan will be •
drafted after the Jail Study Committee has prioritized the options to be ielplemented.
After the Plan has been approved by the Jail Study Committee, :it ).77171. he 7--entea
to the Public Services Committee and then submitted. to AJI.
The fifth task is to make use of the training and technical assistance that is
available through AJI. At the present time, it is anticipated that on-site technica
assistance requests will be made in at least three instances:
1. 12/8 to 12/12 - Assist in developing sampling design
and data collection instrument(s).
2. 5/18 to 5/22- Assist with data interpretation.
3, 7/6 to 7/10 - Assist with identification of target
populations and program, policy and procedure options.'
• Appropriate procedures will be followed in requesting technical assistance. .-e - - -

by the Project Director and approved by the Jail Study Committee prior to submittal :

The seventh task is to identify sources- of financial support to implement pro-
grams and changes, This will be accomplished after the Jai:1 Study Committee has
prioritized the options to be implemented and in sufficient time to be included in -
the Plan as drafted.

The eighth task is to monitor the progress of the project. Standard Progress
, Report forms will be used. The narrative will address devi'atIons in task completion, -
unanticipated problems, innovative methods implemented, training seminars needed/
scheduled/attnded, relevant court orders or activity, special reports developed,
technical assistance received/anticipated/desired. Drafts of work will be forwarded. --.
The final report will include: Jail Study Committee membership, flowchart, data
collection instrument(s), and the Jail Population Management Plan. With the approval - -
of the Jail Study Committee, the Progress Report will be submitted to the Public -
Services Committee monthly. One copy will be forwarded. to AJI and one Feee, i;(-) LEAA.-
